Моделювання впливу інституціональної складової регулювання міжнародної трудової міграції

Abstract

Досліджено сучасний стан інституційної складової регулювання міжнародної трудової міграції у світі. Проаналізовано міжнародно-правові норми міграційної політики держав. Розглянуто роль міжнародних організацій у регулюванні міжнародної трудової міграції. Визначено функціональну структуру Державної міграційної служби України. Представлено механізми регулювання міжнародної трудової міграції на наднаціональному (міждержавному), а й на національному (державному) рівні. Сформовано інституційну матрицю регулювання процесів трудової міграції в Україні. Розроблено систему реформування інституційної складової регулювання міжнародної трудової міграції на всіх рівнях. Запропоновано розширити повноваження Департаменту у справах іноземців Державної міграційної служби за рахунок створення у його складі відділу у справах зовнішньої трудової міграції. Current state of the institutional component of the regulation of international labor migration in the world is investigated. International legal rules of the migration policy of the states are analyzed. The role of international organizations in the regulation of international labor migration is considered. The functional structure of the State Migration Service of Ukraine is determined. Mechanisms of regulation of international labor migration on the supranational (interstate), but also on the national (state) level are presented. The institutional matrix of labor migration processes regulation in Ukraine has been formed. The system of reforming the institutional component of international labor migration regulation at all levels is developed. It is offered to extend authorities of the Department of Foreign Affairs of the State Migration Service through the creation in its structure the department on matters of external labor migration.
