Становлення та розвиток бюджетної політики: гносеологія трансформацій

Abstract

У статті досліджено історію становлення та розвитку бюджетної політики з моменту виникнення сучасної цивілізації до сьогодення у розрізі гносеології світоглядних трансформацій. Структуровано генезис бюджетної політики шляхом виокремлення чотирьох його етапів: зародження перших моделей управління та логіки процесу оподаткування як передумов становлення бюджетної політики; виникнення податків, кардинальна трансформація концепції управління та становлення практики бюджетного менеджменту; розвиток бюджетної політики як мистецтва; виникнення передумов для формування бюджетної політики на наукових засадах. Проаналізовано кожен з етапів генезису бюджетної політики та ідентифіковано основні тенденції, які їм притаманні. Доведено, що основним завданням формування та реалізації бюджетної політики сьогодення є її наукове обґрунтування, що сформує передумови для оцінки справжніх інтересів та потреб суб’єктів бюджетної політики, а, відповідно, і забезпечить перехід від натовпо-елітарної до справедливої концепції управління. The article examines the history of the formation and development of budget policy from the moment of the emergence of modern civilization to the present in the context of ideology transformations epistemology. The genesis of budget policy has been structured by distinguishing four of its stages: the emergence of the first models of governance and the tax process logic as a prerequisite for formation of the budget policy; the emergence of taxes, the transformation of management concept and the development of budget management practices; development of budget policy as art; the emergence of prerequisites for fiscal policy-making on a scientific basis. An analysis of each of the stages of the policy is analyzed and identifies the main trends that are inherent to them. It is proved that the main task of present day budget policy formation and implementation is its scientific substantiation, which will form the preconditions for assessing the true interests and needs of budget policy subjects and, will ensure transition from crowd-elitist to fair management concept.
