Підходи до оцінки ефективності стратегічного управління підприємством

Abstract

Стаття присвячена дослідженню питань оцінки ефективності стратегічного управління підприємствами у сучасних умовах. Складнощі в управлінні сучасними підприємствами здебільшого лежать у площині не стільки побудови цілий та розробки стратегій, скільки у системі оцінювання виконання запланованих заходів, наявності і дієвості зворотного зв’язку у системі контролю стратегічного управління підприємством. Досліджене поняття «ефективність стратегічного управління підприємством». Вивчені різноманітні підходи до трактування даного поняття. Визначено, що ефективність стратегічного управління підприємством – це результат системи оцінювання ступеня досягнення поставлених стратегічних цілей, скоригований на ступінь дотримання дисципліни використання запланованих стратегією/стратегіями ресурсів. Проведений порівняльний аналіз підходів до оцінювання ефективності стратегічного управління підприємством: галузевий, ресурсний, результатний, ситуаційний, системний, економетричний. Обґрунтована диференціація оцінювання ефективності на різних етапах стратегічного управління підприємством (етап розробки стратегій та етап реалізації стратегій). Запропоноване використання низки рекомендацій для побудови системи оцінювання ефективності стратегічного управління підприємством: ранжування оцінювання залежно від умов і факторів, використання математичних моделей з гнучким переліком оціночних показників, запровадження автоматизованої інформаційної системи та накопичувальної бази даних. Investigated the approaches to the assessment of the effectiveness strategic management in modern environment. The difficulties in the strategic management of modern enterprises lie in the plane not so much setting goals and developing strategies, but rather in monitoring and evaluating the effectiveness of implementing these strategies and providing feedback at all stages of strategic enterprise management. The concept of "effectiveness of strategic enterprise management" is investigated. Various approaches to the interpretation of this concept have been studied. It is determined that the effectiveness of strategic enterprise management is the result of the system of assessing the degree of achievement of the set strategic goals, adjusted to the degree of compliance with the discipline of the use of the planned resources of strategy/strategies. The comparative analysis of approaches to the estimation of the effectiveness of strategic enterprise management is conducted: sectoral, resourceful, resultant, situational, systemic, econometric. The differentiation estimation of the efficiency at different stages of strategic enterprise management (stage of strategy development and strategy implementation stage) is grounded. The proposed use of a number of recommendations for building a system for estimation of the effectiveness of strategic management of an enterprise: ranking the estimation depending on conditions and factors, the use of mathematical models with a flexible list of evaluation indicators, the introduction of an automated information system and the accumulation database.
