Фінансове забезпечення видаткових повноважень органів місцевого самоврядування області

Abstract

Фінансове забезпечення виконання видаткових повноважень органами місцевого самоврядування визначається обсягами фінансових ресурсів, які надходять їх розпорядження. В статті обґрунтовано залежність виконання власних повноважень від обсягу власних доходів місцевих бюджетів. В умовах бюджетної децентралізації та формування об’єднаних територіальних громад зростають можливості їх бюджетів у фінансуванні завдань та функцій, покладених на них. Значним зростанням характеризуються бюджетні доходи даних громад через розширення переліку податкових надходжень їхніх бюджетів, через впровадження прямих стосунків з державним бюджетом при отриманні трансфертних надходжень, через розширення повноважень та забезпечення їх фінансового покриття. Доведено, що при розподілі бюджетних повноважень між рівнями влади в основу повинен бути покладений принцип субсидіарності, а при виборі рівня бюджету, з якого повинні фінансуватись дані повноваження, необхідно враховувати той факт, що низка державних повноважень ефективніше виконується на місцевому рівні. Відповідно, держава, передавши на місцевий рівень дані повноваження, зобов’язана забезпечити їх фінансове покриття. Автором проаналізовано стан фінансового забезпечення виконання видаткових повноважень місцевими бюджетами Чернівецької області, обґрунтовано основні закономірності в даній сфері та визначено необхідність покращення ситуації. The financial provision of the exercise of regulatory authority by local self-government bodies is determined by the amount of financial resources that are in receipt of their orders. The article substantiates the dependence of fulfillment of their powers on the volume of own revenues of local budgets. In terms of budget decentralization and the formation of united territorial communities, the possibilities of their budgets are increased in financing the tasks and functions assigned to them. Significant growth is characterized by budget revenues of community data by expanding the list of tax revenues of their budgets, through the introduction of direct relations with the state budget when receiving transfer payments, through the extension of powers and ensuring their financial coverage. It is proved that the distribution of budgetary authorities between levels of government should be based on the principle of subsidiary, and when choosing the level of budget from which these authorities should be funded, it is necessary to take into account the fact that a number of state powers are more effectively implemented at the local level. Accordingly, the state, having transferred the data to the local level, is obliged to provide their financial coverage. The author analyzes the state of financial support for the implementation of expenditures by local budgets of the Chernivtsi region, substantiates the main regularities in this area and identifies the need for improvement of the situation.
