Державна підтримка процесів технічного забезпечення галузей рослинництва

Abstract

У статті обґрунтовані підходи щодо надання державної підтримки процесам технічного забезпечення галузей рослинництва. Обґрунтовано потребу сільськогосподарських товаровиробників у наданні державної підтримки. Проаналізовано практику реалізації заходів державної підтримки. Визначено, що основними напрямами державної підтримки мають бути полегшення доступу суб’єктів малих форм господарювання на селі до придбання технічних засобів, а також розвиток: вітчизняного машинобудування, колективних та лізингових форм використання техніки, науково-технічної та інноваційної діяльності, транспортно-логістичної системи, виробничо-комерційної і фінансової інфраструктури. Доведено необхідність забезпечення державної підтримки у прямий та непрямий способи через фінансування спеціальних заходів і програм технічного забезпечення, а також через створення сприятливих умов для зростання підприємницької ініціативи і розвитку приватного бізнесу в сфері технічного забезпечення. Обґрунтовано, що державна підтримка має реалізовуватися через систему оподаткування, кредитне та цінове регулювання, митно-тарифну та амортизаційну політику й інші важелі впливу. The article substantiated approaches to provide state support to the processes of technical support of the plant growing industries. The necessity of agricultural producers to provide state support is substantiated. Practice of implementing measures of state support is analyzed. It has been established that state support mechanisms are limited and do not allow for the provision of full-fledged processes for the supply of technical equipment in the field of crop production. It was determined that the main directions of state support should be to facilitate the access of small business entities in the village to the acquisition of technical means, as well as the development of: domestic mechanical engineering, collective and leasing forms of using technology, scientific, technical and innovative activities, transport and logistics system, production commercial and financial infrastructure. The need to provide state support in direct and indirect ways through the financing of special events and technical support programs, as well as through the creation of favorable conditions for the growth of entrepreneurial initiative and the development of private business in the field of technical support are stated. It has been substantiated that state support should be implemented through the tax system, credit and price regulation, customs tariff and depreciation policies, and other levers of influence. The main impact measures should be: simplification of taxation, granting tax privileges, reimbursement of a part of the loan rate when purchasing equipment, regulating interest rates, granting price preferences, regulating duties, establishing optimal norms and methods of depreciation, improving the system for indexing fixed assets, developing scientific activity and innovation processes.
