Сучасні підходи до управління ресурсами об’єднаних територіальних громад

Abstract

У статті розглянуто теоретичні та практичні аспекти управління ресурсним потенціалом об’єднаної територіальної громади. Досліджено тлумачення ресурсного потенціалу об’єднаної територіальної громади та визначено його складові. Імплементовано методику для запровадження моніторингу процесів формування та нагромадження соціального капіталу в об’єднаних територіальних громадах. Проаналізовано особливості формування, використання та розвитку територіальних, земельних та фінансових ресурсів об’єднаної територіальної громади в умовах розвитку соціальних мереж. The decentralization reform in Ukraine aims not only to give the newly created United Territorial Communities the powers to use the resources at their disposal, but also to teach them how to effectively manage their available resource potential, which will ensure their financial selfsufficiency and eliminate disparities in development. In today's conditions of territorial community unification, there is an urgent need to develop scientific approaches to addressing resource management problems, including the fullest utilization of potential opportunities, the formation of the ability to quickly adapt to the changing market situation, ensuring sustainable development that requires a sound theoretical base and management skills. The article deals with the theoretical and practical aspects of managing the resource potential of a united territorial community. Discussions of national legislation in the definition of the category "territorial community" are analyzed. Differentiation of essential concepts, which are often used today to refer to the characteristics of the status of a territorial community, is made: "capacity of the territorial community", "ability", "efficiency", "self-sufficiency". The interpretation of the resource potential of the united territorial community is investigated and its components are determined. The methodology for monitoring the formation and accumulation of social capital in the united territorial communities has been implemented. The peculiarities of formation, use and development of territorial, land and financial resources of the united territorial community in the conditions of development of social networks are analyzed. The attention is focused on the need to modernize the mechanisms and tools of resource management of the united territorial community.
