Перехід від економіки споживання до цифрової як необхідна реальність

Abstract

Актуальність. Постановка проблеми. У статті розглянуто проблеми швидкого переходу від економіки інерційного сценарію розвитку до цифрової економіки. Метою статті є визначення готовності України до переходу від економіки споживання до цифрової економіки. Методи дослідження. Дослідження цифрових технологій вимагає використання методу аналізу великих даних, машинного навчання, вміння шукати інформацію і відбирати потрібну у великому потоці даних. Результати дослідження. Доведено, що трансформація економіки у цифрову має бути здійснена досить швидко порівняно з іншими країнами, інакше гальмування реформ загрожує навіть національній безпеці. Обґрунтовано, що тільки на основі інноваційних засобів праці і технологій можна побудувати цифрований глобальний простір. Підтверджується факт, що Україна має шанс зробити ривок в економічному розвитку, навіть не розробляючи власних технологій, але може знайти можливості для їх застосування. Досліджено стан, в якому опинилася Україна перед здійсненням реформ трансформації економіки в цифрову. Практичне значення. Для переймання передового досвіду побудови електронної країни наведено приклад Естонії. Доведено, що проблеми трансформування економіки прийдеться паралельно вирішувати з роботою великих масивів даних. Перспективи подальших досліджень. Потрібна ідеологія, яка об’єднає навколо себе всіх громадян України, і кожен з нас має усвідомити: інерційний розвиток вичерпав себе, далі або новий економічний ривок і розвиток, або повне зникнення з мапи як нації. The article describes the problems of rapid transition from the inertial scenario of economy's development to the digital economy. It is proved that the main characteristics of the modern economy are the development of artificial intelligence, robotics, automated devices, nano- and bio-technologies, methods of obtaining, storing and processing big data and etc. We demonstrated that the construction of the digital space will be carried out through the development of the digital economy with the use of IT systems, cloud technologies and platforms that will interact with each other at the global level. It is stated Ukraine does not have an extended period of time to transform of the existing economy into a digital one. Therefore, the transition to a digital economy will require a developed information and communication infrastructure, highly qualified IT professionals as well as specialists in mathematics and biophysics. The analysis shows that the introduction of advanced digital technologies could increase the level of competitiveness of the country. We studied the possibility of building a digital economy in the current situation of Ukraine. The development of digital technologies requires the use of big data analysis, machine learning, the ability to search for information and select the right one in a large set of data. It has been proved that the transformation of the national economy into a digital one must be carried out fairly quickly in comparison with other countries, otherwise the slowdown in mentioned reforms threatens even Ukrainian national security. It is described that only with the use of innovative means of work and modern technologies it is possible to build a digital global space. It confirms the fact that Ukraine has a chance to make a breakthrough in its economic development, even without developing its own technologies, but only applying them. We also investigated the conditions of Ukrainian economy before the reforms of digitalization reforms are implemented. We investigated an example of Estonia as a country that has build a digital economy recently. It is proved that the problems of economic transformation will have to be solved with a help of big data. We stated that Ukraine needs an ideology that will unite all the citizens of our country, and each of us must realise that inertial development has exhausted itself, therefore either we are going to make a new economic leap and development, or we will completely disappear as a nation.
