Забезпечення ефективності менеджменту підприємства в умовах кризи

Abstract

Досліджено проблематику забезпечення ефективності менеджменту готельного підприємства в умовах глибокої системної кризи, зумовленої повномасштабною війною та економічною нестабільністю в Україні. У роботі розкрито теоретичні засади менеджменту підприємства, сутність та критерії ефективності менеджменту, особливості формування антикризового управління в умовах воєнного стану, а також сучасні підходи до оцінки результативності системи управління з позицій фінансових, трудових та організаційноадміністративних показників. Визначено, що в кризових умовах менеджмент трансформується в антикризовий, для якого характерні скорочений горизонт планування, пріоритет збереження ліквідності, підвищена увага до ризикменеджменту та необхідність оперативної адаптації бізнес-моделі. У роботі охарактеризовано інтегральний підхід до оцінювання ефективності менеджменту, що ґрунтується на поєднанні фінансової, трудової та адміністративної складових із відповідними ваговими коефіцієнтами, що дає змогу сформувати комплексну кількісну оцінку стану системи управління підприємством. Теоретичний аналіз доповнено узагальненням методів і інструментів управління ефективністю, зокрема використанням показників рентабельності, продуктивності праці, системи KPI, SWOT-аналізу та елементів стратегічного і тактичного планування в антикризових умовах. Аналітична частина присвячена дослідженню діяльності ТОВ «Бізнес-центр «Буковина», що функціонує на ринку готельних послуг м. Чернівці. Проведено оцінку фінансово-економічного стану підприємства за 2023–2024 роки, визначено динаміку ключових показників діяльності, виявлено суттєве падіння доходу, формування значних збитків, погіршення платоспроможності та появу від’ємного власного капіталу. Застосовано SWOT-аналіз для виявлення сильних і слабких сторін готелю, можливостей та загроз зовнішнього середовища, а також проведено інтегральну оцінку ефективності менеджменту, за результатами якої встановлено перехід від задовільного до критичного рівня ефективності управління. Виявлено ключові проблеми в організації менеджменту: неефективну структуру витрат, низьку завантаженість номерного фонду, дефіцит ліквідних ресурсів тощо. На основі результатів діагностики розроблено комплекс антикризових заходів щодо фінансової стабілізації підприємства. Запропоновано заходи з удосконалення системи управління персоналом і операційної діяльності.The issue of ensuring the effectiveness of hotel enterprise management in times of deep systemic crisis caused by a full-scale war and economic instability in Ukraine is studied. The paper reveals the theoretical principles of enterprise management, the essence and criteria of management effectiveness, the features of the formation of anticrisis management in times of martial law, as well as modern approaches to assessing the effectiveness of the management system from the standpoint of financial, labor and organizational and administrative indicators. It is determined that in times of crisis management is transformed into anti-crisis management, which is characterized by a shortened planning horizon, the priority of maintaining liquidity, increased attention to risk management and the need for operational adaptation of the business model. The paper describes an integrated approach to assessing management effectiveness, which is based on a combination of financial, labor and administrative components with appropriate weighting factors, which allows for the formation of a comprehensive quantitative assessment of the state of the enterprise management system. The theoretical analysis is supplemented by a generalization of methods and tools for managing efficiency, in particular the use of profitability indicators, labor productivity, the KPI system, SWOT analysis and elements of strategic and tactical planning in anti-crisis conditions. The analytical part is devoted to the study of the activities of LLC "Business Center "Bukovyna", which operates in the hotel services market of Chernivtsi. An assessment of the financial and economic condition of the enterprise for 2023–2024 was carried out, the dynamics of key performance indicators were determined, a significant drop in income, the formation of significant losses, deterioration of solvency and the appearance of negative equity were identified. SWOT analysis was applied to identify the strengths and weaknesses of the hotel, opportunities and threats of the external environment, and an integrated assessment of management effectiveness was carried out, the results of which established a transition from a satisfactory to a critical level of management effectiveness. Key problems in the organization of management were identified: inefficient cost structure, low occupancy of the room fund, shortage of liquid resources, etc. Based on the results of the diagnostics, a set of anti-crisis measures for the financial stabilization of the enterprise has been developed. Measures to improve the personnel management system and operational activities have been proposed.
