Кібербезпека як нова ціль сталого розвитку

Abstract

Актуальність. Постановка проблеми. В умовах активної цифровізації економіки та суспільства зростає кількість кіберзагроз, кібератак і втрат від кіберзлочинності. Відповідно виникає гостра необхідність у зміцненні кібербезпеки на всіх рівнях. Метою статті є наукове обґрунтування виокремлення кібербезпеки як нової цілі сталого розвитку. Дана мета досягнена через виконання таких завдань: з’ясувати рівень актуалізації питань кібербезпеки в Україні та світі; узагальнити тенденції цифровізації економіки та суспільства в єврозоні; визначити динаміку втрат від кіберзлочинності в світі та тенденції їх фінансування шляхом використання кіберстрахування. Методологія. Реалізація поставлених завдань здійснена на основі застосування Google Trends щодо визначення рівня актуалізації питань кібербезпеки в Україні та світі; показник Digital Economy and Society Index застосовано для виявлення тенденцій цифровізації економіки та суспільства в країнах ЄС; динаміка втрат від кіберзлочинності в світі визначена на основі даних Statista, а тенденції їх фінансування шляхом використання кіберстрахування з’ясовано на базі GlobalData. Результати. Обґрунтовано доцільність зміцнення кібербезпеки на глобальному рівні та включення кібербезпеки до Цілей сталого розвитку на основі виявлення після пандемії зростаючих трендів щодо: зацікавленості питаннями кібербезпеки в Україні та світі (пікові значення в Google Trends досягнуті в останні роки); рівня цифровізації економіки та суспільства в караїнах ЄС (з 33,7%, у 2017 р. до 52,3% у 2022 р.); обсягів втрат від кіберзлочинності в світі (з 0,7 трлн дол. США в 2017 р. до 7,08 трлн дол. США в 2022 р.); обсягів зібраних страхових премій з кіберстрахування в світі (з 4,7 млрд дол. США у 2017 р. до оціночних 16,7 млрд дол. США у 2022 р.). Практичне значення. Зазначені результати вказують на гостроту питання щодо забезпечення кібербезпеки на глобальному рівні та доцільність зарахування кібербезпеки до однієї із Цілей сталого розвитку у найближчому майбутньому. Перспективи подальших досліджень. Перспективи подальших досліджень полягають у формуванні системи кібербезпеки на всіх рівнях. Under active digitizalizaton of the economy and society, there is an urgent need to strengthen cyber security at all levels. The purpose of the article is to ground scientifically the identifying cyber security as the new sustainable development goal. This goal was achieved through the following tasks: to find out the level of actualization of cyber security issues both in Ukraine and in the world; to summarize the trends of digitization of the economy and society in the Eurozone; to determine the dynamics of losses from cybercrime in the world and trends in their financing through the use of cyber insurance. Implementation of the set tasks was carried out on the basis of the application of Google Trends to determine the level of actualization of cyber security issues in Ukraine and in the world; the Digital Economy and Society Index is used to identify trends in digitalization of the economy and society in the Eurozone; the dynamics of losses from cybercrime in the world are determined on the basis of Statista data, and the trends of their financing through the use of cyber insurance are clarified on the basis of GlobalData. The feasibility of strengthening cyber security at the global level and including cyber security in the Sustainable Development Goals is substantiated based on the identification of growing trends as for: interest in cyber security issues in Ukraine and in the world after the pandemic (peaks in Google Trends were achieved in recent years); digitalization of the economy and society in the Eurozone (from 33.7% in 2017 to 52.3% in 2022); the amount of losses from cybercrime in the world (from USD 0.7 trillion in 2017 to USD 7.08 trillion in 2022); the volume of collected cyber insurance premiums in the world (from USD 4.7 billion in 2017 to an estimated USD 16.7 billion in 2022). Above results indicate the acuteness of the issue of ensuring cyber security at the global level and the necessity of its inclusion to the Sustainable Development Goals. Prospects for further research are in the formation of a cyber security system at all levels.
