Цифрові технології та кібербезпека в стратегії відновлення післявоєнної економіки України

Abstract

Можливості, які надають цифрові технології для активного післявоєнного відродження економіки України, перебувають у центрі наукових дискусій. Багато дослідників визначають цифровізацію як один із чинників соціально-економічного розвитку, але це питання не є повністю вивченим. Нерівномірність просторового розвитку негативно впливає на нерівномірність рівня цифровізації в різних країнах, а отже, Україні необхідно розробити напрями впровадження цифрових інновацій для забезпечення її економічного розвитку в період післявоєнного відновлення. З огляду на актуальність теми дослідження, метою даної статті є визначення особливостей використання цифрових технологій та кібербезпеки в стратегії економічного відновлення у післявоєнний період. Для досягнення поставленої мети необхідно забезпечити вирішення таких завдань: визначити сучасний стан цифрового розвитку України; конкретизувати можливості, які цифровий розвиток відкриває для України в період післявоєнного відновлення; систематизувати ризики, які супроводжують процеси впровадження цифрових технологій. Методологія. Для досягнення поставленої мети автор використовував загальнонаукові методи аналізу, синтезу, систематизації та узагальнення. Метод аналізу використовувався насамперед для опрацювання статистичного матеріалу та виявлення основних тенденцій подальшого розвитку цифрової економіки в українському суспільстві. Результати. За результатами розробки теми дослідження було виявлено, що цифрові технології відкривають значні можливості для забезпечення ефективного використання всіх видів ресурсів в умовах післявоєнної відбудови. Практичне значення. Авторами також діагностовано ризики, які насамперед лежать у площині необхідності створення умов для забезпечення кібербезпеки як у площині цифровізації державного сектору, так і в площині бізнес-структур. Доведено, що в процесі розробки стратегії цифрового розвитку України в період післявоєнної відбудови основну увагу слід приділити питанням захисту інформації та кібербезпеки. Це пов'язано з тим, що сучасний активний розвиток цифрових технологій створює передумови для неправомірного використання інформації та може становити загрозу не лише для держави, а й для представників підприємств. Перспективи подальших досліджень. Однак розвиток теми також підкреслює, що для сучасної цифрової економіки вкрай важливо приділяти увагу кібербезпеці для захисту даних та забезпечення сталого розвитку. The opportunities provided by digital technologies for the active post-war revival of the economy of Ukraine are at the center of scientific discussions. Many researchers define digitalization as one of the factors of socio-economic development, but this issue has not been fully studied. The unevenness of spatial development negatively affects the unevenness of the level of digitalization in different countries, and therefore, Ukraine needs to develop directions for the implementation of digital innovations to ensure its economic development during the post-war recovery period. Given the relevance of the research topic, the purpose of this article is to determine the features of the use of digital technologies and cybersecurity in the strategy of economic recovery in the post-war period. To achieve this goal, it is necessary to ensure the solution of the following tasks: to determine the current state of digital development of Ukraine; to specify the opportunities that digital development opens up for Ukraine in the period of post-war reconstruction; to systematize the risks that accompany the processes of implementing digital technologies. To achieve the set goal, the author used general scientific methods of analysis, synthesis, systematization and generalization. The analysis method was used primarily to process statistical material and identify the main trends in the further development of the digital economy in Ukrainian society. Results. As a result of developing the research topic, it was found that digital technologies open up significant opportunities for ensuring the effective use of all types of resources in the conditions of post-war reconstruction. The authors also diagnosed risks that primarily lie in the area of the need to create conditions for ensuring cybersecurity both in the area of the digitalization of the public sector and in the area of business structures. It is proven that in the process of developing a strategy for the digital development of Ukraine in the period of post-war reconstruction, the main attention should be paid to the issues of information protection and cybersecurity. This is due to the fact that the current active development of digital technologies creates the prerequisites for the misuse of information and can pose a threat not only to the state, but also to representatives of enterprises. However, the development of the topic also emphasizes that for the modern digital economy it is extremely important to pay attention to cybersecurity to protect data and ensure sustainable development.
