Особливості відносин України з ЄС в умовах російської агресії

Abstract

В кваліфікаційному дослідженні здійснено вивчення особливостей відносин України з ЄС в умовах російської агресії. Дослідницька стратегія передбачала виявлення специфіки розвитку відносин України з ЄС на першому етапі російсько-української війни, характеристику процесу набуття Україною статусу держави-кандидата, визначення ролі фінансової та гуманітарної допомоги ЄС Україні в умовах російсько-української війни, що дозволило змоделювати роль ЄС у повоєнному відновленні України та визначити перспективи розвитку відносин України та ЄС в контексті нестабільності геополітичної ситуації. Доведено, що розвиток відносин України з ЄС на першому етапі російсько-української війни сприяв переходу від партнерства й співробітництва до політичної асоціації й економічної інтеграції. Обгрунтовано, що підписання Угоди стало новим етапом розвитку договірних відносин між Україною та ЄС, в якому передбачена більш тісна політична асоціація та економічна інтеграція, закладено правовий фундамент для зближення України з ЄС. Встановлено, що з набуттям статусу кандидата європейська інтеграція України отримала новий вимір. Повне виконання Україною всіх передбачених переговорним процесом принципів acquis ЄС забезпечує наближення інституційних і законодавчих параметрів до визначених у рамках переговорного процесу нормативних показників.The subject of the qualifying work: «Peculiarities of Ukraine's relations with the EU in the conditions of Russian aggression». In the qualifying study, the peculiarities of Ukraine's relations with the EU in the conditions of Russian aggression were studied. The research strategy provided for identifying the specifics of the development of Ukraine's relations with the EU during the first stage of the Russian-Ukrainian war, characterizing the process of Ukraine acquiring the status of a candidate state, determining the role of the EU's financial and humanitarian aid to Ukraine in the conditions of the Russian-Ukrainian war, which made it possible to model the role of the EU in post-war reconstruction of Ukraine and determine the prospects for the development of relations between Ukraine and the EU in the context of the instability of the geopolitical situation. It has been proven that the development of Ukraine's relations with the EU at the first stage of the Russian-Ukrainian war contributed to the transition from partnership and cooperation to political association and economic integration. It is substantiated that the signing of the Agreement became a new stage in the development of contractual relations between Ukraine and the EU, which provides for a closer political association and economic integration, and laid the legal foundation for the rapprochement of Ukraine with the EU. It was established that with the acquisition of candidate status, the European integration of Ukraine gained a new dimension. Ukraine's full implementation of all principles of the EU acquis stipulated by the negotiation process ensures the approximation of institutional and legislative parameters to the normative indicators determined within the framework of the negotiation process.
