Питання екологічної спрямованості інвестиційної діяльності в Україні

Abstract

У статті досліджено існуючі теоретичні засади екологізації інвестиційної діяльності, систематизовано основні підходи щодо тлумачення поняття «екологічні інвестиції». Авторами всебічно розкрито особливості та характерні риси екологічно орієнтованих інвестицій, окреслено їх відмінність від інвестицій в інші сфери господарської діяльності. Досліджено механізм управління екологічним інвестуванням в Україні. Визначено основні державні органи, які здійснюють управління, реалізацію та контроль за виконанням екологічно орієнтованих інвестиційних проектів. Особлива увага приділена оцінці сучасного стану екологічного інвестування в Україні. Для поглибленого дослідження рівня екологічної привабливості економіки України, реалізації екологічних проектів авторами розглянуті міжнародні рейтинги за «Глобальним індексом зеленої економіки» - Global Green Economy Index (GGEI) та за «Індексом екологічної результативності 2014» (EPI). В статті розкриті проблемні аспекти залучення екологічно орієнтованих інвестицій, запропоновані заходи державної політики, які дозволять змінити ситуацію на краще. За результатами проведених досліджень окреслено напрями поглиблення подальших досліджень щодо вітчизняної інституціональної бази сприяння екологізації інноваційного розвитку національної економіки за умови належної політичної волі.

The article examines the existing theoretical framework of greening investment activity, the main approaches to the interpretation of the concept of "environmental investments" are systematized. The authors comprehensively show the features and characteristics of environmentally oriented investments, defined by their difference from traditional investments. The mechanism of management of environmental investments in Ukraine is investigated. The main state agencies responsible for managing, implementing, and monitoring the implementation of ecologically-oriented investment projects are identified. Special attention is paid to the assessment of the current state of environmental investments in Ukraine. For in-depth study of the environmental attractiveness of the Ukrainian economy, the implementation of environmental projects, authors examined the international rankings in the "Global index of the green economy - Global Green Economy Index (GGEI) and by the Index of environmental performance 2014" (EPI) . The article reveals the problematic aspects of attracting green investments, the policies that will change the situation for the better are proposed. As the results of the research it is proposed to deepen research on domestic institutional framework promoting the greening of innovative development of national economy under the condition of adequate political will.
