На прикладі окремого воєводства розглянуто зміни на ринку готельних послуг за об’єктами розміщення туристів – готелями і готельними об’єктами, будинками відпочинку, агротуристичними квартирами, молодіжними притулками, пансіонатами, гостьовими будинками, мотелями, бунгало, туристськими базами, кемпінгами, ротелями, фотелями, гуртожитками. З урахуванням зарубіжного досвіду визначено напрями регулювання розвитку готельного господарства у регіонах України, які пов’язані із підготовкою місцевих кадрів у регіональних ВНЗ та сприянням їхньому держзамовленню, формуванням регіональних програм розвитку готелів і підтримкою формування готельних комплексів, насамперед для внутрішнього туриста, організаційною підтримкою створення Асоціації готельєрів у регіонах. The article analyzes the development of the hotel market in Poland and describes the peculiarities of its development at the present stage, in accordance with the priority development of hotel business in Polish agglomerations and large cities. Entering the market of well-known foreign hotel brands and network, development of market of franchises in hotel business, expansion a segment of hotel investment in resort and seaside small cities are under the consideration. On the example of a separate region, changes in the market of hotel services by the objects of accommodation of tourists - hotels and hotel objects, rest homes, agro-tourist apartments, youth shelters, boarding houses, guesthouses, motels, bungalows, tourist bases, camping-houses, rollers, and camps, hostels are investigated. Taking into account foreign experience, the directions of regulation of the hotel industry development in the regions of Ukraine are identified. It is related to the preparation of local staff in regional universities and the promotion of their state contracts, the formation of regional programs for the development of hotels and support the formation of hotel complexes, primarily for domestic tourists, organizational support for the establishment of the Association hoteliers in the regions. It is clear that comprehensive and complex automation of production could be provided through implementation of ERP systems, but it has many peculiarities for small and medium enterprises going through hard times in Ukraine: the drop in consumer demand and the shortage of working capital are not conducive for the development of such companies. By this case research, we propose alternative approach of manufacturing small and medium enterprises` automation - the implementation of so-called scalable information systems-designers. Good examples of such systems are Accent 2 and 7.4. These systems are developed by Ukrainian IT-companies and enable complex automation of enterprises of any kind of activity. У статті розглядається проблема автоматизації виробничих підприємств. Оскільки управління такими підприємствами є багатоетапним та складним процесом, то управлінські інформаційні системи, які автоматизують їхню діяльність, повинні містити велику кількість модулів. Зрозуміло, що автоматизація виробництва реалізується через впровадження так званих систем управління ресурсами підприємства ERP, які мають численні особливості для малого та середнього бізнесу в Україні. Зокрема, в статті наголошується на недоліках таких систем, насамперед високій вартості впровадження та володіння. В цьому дослідженні ми пропонуємо альтернативний підхід впровадження систем на виробничих підприємствах – використання так званих масштабованих системконструкторів, прикладами яких є Акцент 2 та Акцент 7.4. Інноваційний розвиток, орієнтований на нововведення в усіх сферах суспільства, є визначальним напрямом розвитку сучасних соціальноекономічних систем та усіх процесів, які відбуваються в них. Передумовою цього процесу є сучасна науковотехнологічна революція, яка забезпечує зростання продуктивності праці, прискорений розвиток науки, інформації та освіти. На сьогодні розробка і впровадження нововведень у всіх сферах господарської діяльності є головними факторами, що визначають як конкурентоспроможність суб’єктів господарювання, так і конкурентоспроможність національної економіки загалом. Хоча інноваційна практика існує досить довгий період часу, предметом спеціального наукового вивчення інновації стали лише у XX столітті. Дослідження змісту та основних положень відомих інноваційних теорій дозволяє поєднати їх у чотири групи, які відображають еволюційний розвиток інноватики: циклічні інноваційні теорії, інноваційні теорії економічного розвитку, еволюційно-інституційні теорії економічного розвитку та теорії управління знаннями як основою інноваційного розвитку. With the introduction of an innovative model of economic development, more and more attention is paid to the organization of effective interaction between science, production and the market, which creates the preconditions for the development of a post-industrial society and is based on the use of knowledge as the most important economic resource. Innovative development, oriented to innovation in all spheres of society, is a decisive direction in the development of modern socio-economic systems and all processes that take place in them. A prerequisite for this process is the modern scientific and technological revolution, which ensures the growth of labor productivity, accelerated development of science, information and education. Today, the development and implementation of innovations in all spheres of economic activity are the main factors that determine both the competitiveness of economic entities and the competitiveness of the national economy as a whole. Although innovation practice exists for a rather long period of time, the subject of special scientific study of innovation was only in the XX century. The study of the content and the main provisions of the known innovation theories allows us to combine them into four groups that reflect the evolutionary development of innovation: cyclical innovation theories, innovative theories of economic development, evolutionary-institutional theories of economic development and the theory of knowledge management as the basis of innovation development. У процесі адаптації нових держав-членів до соціальної політики ЄС значно змінилася соціальна структура суспільств і склад держав-членів ЄС, іншими стали наповнення та сфера дій соціальної політики, значно зріс вплив і збільшились можливості інформаційного простору, який дещо поєднав Європу. Саме тому при виробленні та реалізації соціальної політики на регіональному рівні слід враховувати дестабілізуючі фактори, які можна пояснити перехідним характером розвитку європейських держав. При цьому первинними визначальними умовами для подолання регіональних дисбалансів у соціальній сфері та формування єдиного соціального простору ЄС потрібні політична воля, чітко визначена територія, дієві механізми, законодавча база й інструментарій ведення соціальної політики. In the article, the author notes that the formation of the overall social space of the EU as a component of the European integration process is of great importance for the development of new member countries of the European integration space. In the process of adaptation of new member states to the EU's social policy, the social structure of the societies and the composition of the EU member states has changed considerably, others have become the filling and sphere of social policy, and the influence and opportunities of the information space, which somewhat united Europe, has considerably increased. That is why the development and implementation of social policy at the regional level should take into account destabilizing factors that can be explained by the transient nature of the development of European states. At the same time, the primary defining conditions to overcome regional imbalances in the social sphere and the formation of a single social space in the EU are the political will, clearly defined territory, effective mechanisms, legislative framework and tools for social policy.
