Досліджено вплив основних чинників на управління фінансовими ресурсами. Запропоновано принципи інформаційно-обчислювальної системи Державного казначейства України. Доведено необхідність пошуку, створення та удосконалення нових інструментів напрямку зосередження фінансових ресурсів в єдиній структурі для успішної реалізації бюджетної політики держави. Охарактеризовано вимоги щодо удосконалення системи управління доходами та видатками в системі казначейства. Визначено основні процедури моніторингу єдиного казначейського рахунку для підвищення ефективності системи управління доходами та видатками бюджету. Запропоновано схему взаємовідносин між органами Державної казначейської служби та розпорядниками і одержувачами бюджетних коштів для підвищення ефективності моніторингу фінансових ресурсів у системі казначейства. The theoretical aspects of the monitoring of financial resources in the system of the treasury are considered. The influence of the main factors on financial resources management is investigated. The principles of information and computer system of the State Treasury of Ukraine are proposed. The necessity of search, creation and improvement of new instruments of concentration of financial resources in a single structure for successful implementation of the state budget policy is proved. The requirements for improving the revenue and expenditure management system in the treasury system are described. The basic procedures for monitoring a single treasury account for improving the efficiency of the revenue and expenditure management system are determined. The scheme of the relationship between the bodies of the State Treasury service and the administrators and recipients of budget funds for increasing the efficiency of monitoring of financial resources in the system of the treasury is proposed. The growth of confidence in financial services markets, the effectiveness of their work largely depends on how and according to which rules the financial sector functions. In the activities of financial institutions in Ukraine and throughout the world there are a variety of problems that need to be addressed, and one of them is fraud. Зазначається, що при відсутності наукового обґрунтування фінансової політики на вітчизняному ринку готельних послуг спостерігається тенденція до зростання обсягів збитків у фінансово-господарській діяльності підприємств. У зв’язку з цим пропонується розробляти фінансову політику готельних підприємств за критерієм забезпечення фінансової стабільності. З метою досягнення управлінських фінансових цілей ведення готельного бізнесу в теорії та практиці започатковуються два типи фінансової політики – довгострокова і короткострокова. Перший тип фінансової політики направлений на вирішення поточних фінансових проблем, другий – на пошук джерел фінансування розвитку підприємства, досягнення високого фінансового потенціалу, що забезпечує довгострокову фінансову стабільність. Summary The different approaches to development and implementation of financial policy in hotel business are explored. The lack of scientific substantiation of financial policy provides negative influence on the domestic market of hotel services functioning. In these conditions, the domestic market has different trends for increasing volumes of financial and amount of losses of hotel business development. In connection with this, the development of financial policy for hotel business based on the criterion of creation a system for managing financial stability is proposed. There are two types of financial policies - long-term and short-term - that introduced into the theory and practice of hotel business in order to achieve managerial financial goals. The first one is aimed at solving current financial problems, the second one is aimed at finding sources of financing for hotel business as well as at achieving a high financial potential, based on long-term financial stability.
