The development of the system of treasury service of budgets is one of the important elements of state budget policy and the whole complex of reforms of the budgetary sphere of Ukraine during the years of independence. The specificity of treasury service budgets is the need to organize effective interaction between Treasury bodies of Ukraine and state and regional financial authorities in terms of optimal separation of authorities between them on the principle of eliminating duplication of functions and achieving maximum performance indicators in the maintenance of budgets of all levels. The development of the treasury system, its growing demands and financial opportunities are constantly generated as quantitative changes in the information environment (continuous increase in the volume of processed information, quantitative increase in executable functions), and qualitative (expansion of the function of the solved tasks, updating of information technologies, change of parameters of functions, etc.). A significant breakthrough in the development and provision of a single information space in the Treasury system was the adoption of the Concept "Information Technologies Development of the State Treasury Service of Ukraine for 2015-2017". From the conducted research we can conclude that the domestic treasury system of budget maintenance is being improved, its functional capabilities are expanding, measures are being taken to standardize and optimize advanced information technologies aimed at modernizing and unifying treasury procedures and ensuring the increase of efficiency, transparency and availability of information in the field of state and local finance. Здійснено аналіз забезпечення макрорегіону водними ресурсами, зазначені проблеми їх використання та збереження. Після проведених досліджень виявлено, що наріжним каменем, на який нині спирається вирішення завдань генези, покращення та охорони водних ресурсів, є діючі засади організації сучасного обліку дебіту води, водокористування та власності на воду. Складність пролягає в тому, що діючі нині законодавчі норми відтворення водоресурсів, їх використання, охорони та поліпшення були сформовані (більшість із них чинні донині) ще в період функціонування командно-адміністративної (директивної) моделі господарювання. Ключова роль при цьому відводиться державним адміністративним органам. Нагальною є потреба запровадження диференційованого підходу при побудові рентної політики в сфері водокористування, в якій визначником податків були би обсяги водозбору, водоспоживання з урахування якості. Аналіз дає можливість стверджувати, що в Україні загалом та Карпатському макрорегіоні зокрема відсутньою донині залишається інформація щодо засад використання води, обсягів споживання, кількісного та якісного стану абсолютної більшості місцевих водних джерел. Аналіз переконує, що використання, збереження, поліпшення та охорона вод на досліджуваній території не відповідає вимогам сучасності, нормативам і правовому забезпеченню країни ЄС. Інтенсифікація антропогенного й техногенного навантаження на природно-ресурсний потенціал, включаючи воду, негативно впливає не лише на зростання водомісткості економіки, а й на погіршення якості води, екологію тощо. The problems of use and reproduction of water resources in the Carpathian macro region are investigated. Provision of macro regions with water resources, problems of their use and conservation has been analyzed. As a result of conducted research it was discovered that the basis on which the solution of the genesis, improvement and protection of water resources is based today are the operating principles of organizing modern accounting of water production, water use and water ownership. The difficulty is that current legislative norms for the reproduction of water resources, their uses, protection and improvement were formed even during the period of operation of the commandadministrative (policy) model of management. The key role is given to the state administrative authorities. The introduction of differentiated approach in constructing a rent policy in the field of water uses in which the determinants of taxes would be the volume of catch, water consumption in consideration of quality is urgent. There is no information about the basis of water uses, consumption volumes, quantitative and qualitative state of the absolute majority of local water sources in Ukraine and the Carpathian macro-region. There has not been a clear legal framework, based on which local self-government bodies could take adequate measures, the introduction of which would create the possibility of legally affecting individuals, legal entities, who not only do not pay for water consumption, but also pollute, pollute, worsen the quality state of another water resource. Carpathian macro-region is one of the richest in Ukraine water. First of all it concerns surface freshwater year, lakes, canals, reservoirs, etc. The analysis convinces that the use, conservation, improvement and protection of water in the studied area does not meet the requirements of the present, norms and legal protection of the EU. Визначається необхідне нормативно-технічне забезпечення до виробництва в Україні кавової продукції, що відповідає міжнародним технічним умовам, стандартизованим технологічним принципам та іншим атрибутам, зокрема в аспекті формування високої культури споживання кави. Обґрунтовуються сучасні системи підтвердження споживчих властивостей, якості, безпечності кавових продуктів за регламентованими показниками. Схематично відображено фактори створення комплексу споживчих властивостей кави та їх ринкову реалізацію на рівні вітчизняних комерційних підприємств. The article focuses on the importance of forming properties and qualities of coffee by socioeconomic, commercial, commodity and consumer principles. The necessary normative and technical support for the production of coffee products in Ukraine is provided, that conforms to international technical conditions, standardized technological principles and other attributes. The modern system of technical regulation of quality and safety of coffee as a raw material, the conformity of identification signs of coffee grain with botanical species, varieties, and sorts is motivated. The modern principles of qualimetric confirmation of consumer properties, quality, and safety of ready-to-eat coffee products according to the regulated indicators are argued. The emphasis is placed on the formation of a culture of coffee consumption in Ukraine, in particular, in terms of growing demands of the modern consumer. The factors of creating a complex of consumer properties of coffee and their market realization at the level of domestic commercial enterprises are schematically represented. New approaches are being formulated to understand the functional perfection of a coffee product in terms of botanical characteristics, selection characteristics, component and chemical composition of coffee beans. Проаналізовано трудовий потенціал регіону (на прикладі Кіровоградської області), тенденції його формування як основного ресурсу інноваційної діяльності в контексті забезпечення інноваційного розвитку регіону. Конкретизовані такі загрози для подальшого інноваційного розвитку регіону: значна частка економічно неактивного, безробітного та неформально зайнятого населення, значний відтік молоді, як найбільш схильної до інноваційної діяльності категорії населення, за рахунок внутрішньої та зовнішньої міграцій. It is substantiated that solving the problems of employment and unemployment at the regional level is one of the most important prerequisites for its sustainable development, especially under the conditions of innovative component activation. The labor potential of the region (on the example of the Kirovohrad region), tendencies of its formation as the main resource of innovative activity in the context of providing innovative development of the region are analyzed. The tendencies economically active, employed and unemployed population of Kirovohrad region for the period 2000-2018 is determined. The balance of labor resources of Kirovohrad region from the point of view of their distribution by age groups, taking into account working capacity, by level of economic activity, employment, including formal is calculated. Dynamics and structure of age of economically inactive population of Kirovohrad region for the period from 2000 to 2018 are investigated. A comparative analysis of the structure of economically active and economically inactive population of Ukraine and Kirovohrad region by age and level of education is conducted. The following threats for further innovative development of the region are specified: a significant share of economically inactive, unemployed and informally employed population, significant outflow of young people, as the most prone to innovative activity of the population category, due to internal and external migration. The official reasons for economic inactivity of the population of Kirovograd region and tendencies of their similarity with other regions of Ukraine are distinguished. It is substantiated that by the share of economically inactive population who fulfills their household duties and is “lost” in the job search process Kirovograd region is among such regions of the Ukraine as Chernivtsi, Volyn, Ternopil, Zakarpattia, Rivne region. It is concluded that the actually economically inactive population of these regions forms the proportion of the population who goes to work abroad or work in the informal sector and is not covered by the relevant statistical observations. The risks of youth loss as the most prone to innovative activity of the population category, taking into account the intensity of both internal and external educational migration at the level of undergraduate and graduate level, are identified. The necessity of development of the regional innovative development strategy, levers and mechanisms of its management with emphasis on preservation and development of labor resources is substantiated.
