Institutional Trust and Governance Effectiveness as Mediators in Transforming Digital Maturity into Post-War Infrastructure Recovery

Title: Institutional Trust and Governance Effectiveness as Mediators in Transforming Digital Maturity into Post-War Infrastructure Recovery
Authors: Topazly, Roman; Stadniichuk, Roman; Liubokhynets, Larysa; Шупрудько, Наталія Володимирівна / Shuprudko, Nataliia; Zhosan, Hanna; Plietnov, Mykhailo
Abstract: The post-war recovery of Ukraine’s economy is accompanied by profound institutional transformations that require effective public governance mechanisms capable of ensuring infrastructure reconstruction, improving government effectiveness, and strengthening institutional trust. In this context, the digital transformation of the public sector is considered one of the key factors in building a resilient system of public governance, reinforcing institutional trust, and enhancing the effectiveness of public policy for infrastructure recovery. The purpose of this study is to identify and empirically assess the relationships between the digital maturity of public governance, institutional trust, government effectiveness, and the outcomes of post-war infrastructure recovery, as well as to determine the role of institutional trust and governance effectiveness as mediators in transforming digital governance into recovery-oriented economic dynamics. The empirical basis of the research consists of international institutional indicators, in particular the E-Government Development Index as a measure of the digital maturity of public administration, together with indicators of institutional trust and government effectiveness in Ukraine for the period 2018–2025. The research methodology combines a log-linear regression model with a dummy variable for the wartime period, mediation analysis, and structural equation modeling estimated using the maximum likelihood method. The goodness-of-fit of the model was evaluated using the Comparative Fit Index, Tucker–Lewis Index, root mean square error of approximation, and standardized root mean square residual. The results demonstrate a statistically significant positive effect of the digital maturity of public governance on institutional trust (β = 0.81; p < 0.05) and government effectiveness (β = 0.74; p < 0.05). It was found that institutional trust and government effectiveness act as mediating mechanisms through which the digital transformation of public administration influences the effectiveness of infrastructure recovery. The findings confirm that the development of digital instruments of public governance contributes to strengthening the institutional resilience of the state and creates the preconditions for effective post-war infrastructural revitalization.

Abstract: In this work, the electrochemical determination of thiabendazole in pharmaceutical formulations, biological liquids, and food has been described using a mathematical model, which was thereby analyzed using linear stability theory and bifurcation analysis. Three scenarios, including Noxidation, S-oxidation, and electropolymerization, have been included in the model. The model analysis shows that, despite the presence of the electropolymerization scenario and the increase in the probability of oscillatory behavior, the electroanalytical process, performed anodically on copper sulfide nanoparticles, is efficient and may be used for both electrochemical determination and excess removal of thiabendazole. As for poly(thiobendazole), it is suitable for the determination and removal of heavy metal ions.

Adaptive and Sustainable Supply Chain Management under Systemic Instability: Evidence from the COVID-19 Pandemic and the Ukraine Conflict

Title: Adaptive and Sustainable Supply Chain Management under Systemic Instability: Evidence from the COVID-19 Pandemic and the Ukraine Conflict
Authors: Mukha, Taras; Smyrnov, Ihor; Чичун, Валентина Андріївна / Chychun, Valentyna; Parkhomenko-Kutsevil, Oksana; Sysoiev, Volodymyr
Abstract: The analytical examination will concentrate on elucidating transformations within supply chain management systems precipitated by crisis phenomena spanning the period from 2020 through 2024. The principal objective of this investigation is to conduct a comparative assessment of adaptive strategies employed by logistics systems under the conditions of both the COVID-19 pandemic and armed conflict in Ukraine. The methodological framework underpinning this research is grounded in a comprehensive approach that synthesizes quantitative examination of statistical indicators with qualitative evaluation of managerial practices. The results of the study demonstrate fundamental differences in the mechanisms of supply chain adaptation to different types of crises. The COVID-19 pandemic allowed for gradual adaptation with the possibility of recovery planning: companies had time to reorganize routes, search for alternative suppliers, and implement digital solutions. Military operations in Ukraine required an immediate response and a radical restructuring of logistics networks: companies were forced to move warehouses, change transportation corridors and ensure the safety of their staff within days. According to an analysis of sea freight rates, the cost of container transportation increased from $2,100 in July 2020 to $1,200 in November 2021. In the structure of Ukrainian imports in 2022, road transport accounted for 64% of the total value of all imported transportation, while in 2021 this figure did not exceed 35%. According to international technology reports, the introduction of digital twins in supply chain management increased from 5% of companies in 2020 to 34% in 2024, and the use of blockchain technologies increased from 8% to 35%, respectively. A conceptual model of adaptive management has been developed that integrates early warning systems and rapid response mechanisms. The study forms a new paradigm of management in the context of permanent instability.
