Використання сучасних вітчизняних програмних рішень, дозволяє організувати системне планування, здійснювати контроль за використанням фінансових ресурсів та забезпечує аналітичну обробку даних, що сприяє підвищенню точності та достовірності управлінської та фінансової звітності у контексті національної безпеки країни. Мета дослідження. Метою статті є комплексне дослідження організації управлінського та фінансового обліку в установах державного сектору у цифровому середовищі українських програмних продуктів, з основною увагою на програмний продукт «Master: Бюджетні установи», а також оцінка його практичної значущості для оптимізації складання фінансових та управлінських звітів. Метод (методологія). Дослідження базується на застосуванні загальнонаукових методів аналізу, синтезу, абстрагування, порівняння та узагальнення. Такий підхід дозволив оцінити функціональні можливості українського програмного забезпечення, ефективність автоматизації облікових процесів та вплив цифровізації на підвищення прозорості та підзвітності використання бюджетних коштів. Результати. Аналіз показав, що активне впровадження українського програмного забезпечення забезпечує комплексну автоматизацію управлінського та фінансового обліку, створення оперативних і аналітичних звітів, контроль за виконанням кошторисів і прогнозування видатків. Розкрито, що програма «Master: Бюджетні установи» підвищує точність обліку, сприяє раціональному використанню ресурсів та забезпечує централізований контроль діяльності всіх структурних підрозділів установи. Особливої значущості застосування цифрового продукту набуває у сфері охорони здоров’я в умовах воєнного стану та у процесі післявоєнного економічного відновлення країни. Висновки. Комплексна цифровізація управлінського та фінансового обліку в бюджетних установах забезпечує підвищення підзвітності, оперативності та надійності облікових процесів. Використання програмного продукту «Master: Бюджетні установи» сприяє підвищенню ефективності прийняття управлінських рішень і забезпеченню прозорості бюджетних процедур. Подальші дослідження доцільно спрямувати на інтеграцію цифрових систем, оцінку їхнього впливу на економічну безпеку державних установ та оптимізацію аналітичних звітів для стратегічного планування. Introduction. In the context of increasing requirements for transparency and accountability, the digitalization of managerial and financial accounting in public sector institutions is becoming a key element in ensuring their effective functioning. The use of modern domestic software solutions enables systematic planning, control over the use of financial resources, and analytical data processing, thereby enhancing the accuracy and reliability of managerial and financial reporting within the framework of national security. Aim. The purpose of this article is to provide a comprehensive study of the organization of managerial and financial accounting in public sector institutions within the digital environment of Ukrainian software products, with a primary focus on the software product “Master: Budgetary Institutions,” and to assess its practical significance for optimizing the preparation of financial and managerial reports. Methods. The study is based on the application of general scientific methods, including analysis, synthesis, abstraction, comparison, and generalization. This approach made it possible to evaluate the functional capabilities of Ukrainian software, the effectiveness of accounting process automation, and the impact of digitalization on enhancing transparency and accountability in the use of budgetary funds. Results. The analysis has shown that the active implementation of Ukrainian software ensures comprehensive automation of managerial and financial accounting, the generation of operational and analytical reports, control over budget execution, and expenditure forecasting. It has been revealed that the software “Master: Budgetary Institutions” improves accounting accuracy, promotes the rational use of resources, and provides centralized control over the activities of all structural units of an institution. The application of this digital product is of particular importance in the healthcare sector under martial law and in the process of post-war economic recovery. Conclusions. The comprehensive digitalization of managerial and financial accounting in budgetary institutions enhances accountability, efficiency, and reliability of accounting processes. The use of the software product “Master: Budgetary Institutions” contributes to more effective managerial decision-making and ensures transparency of budgetary procedures. Particular attention is paid to the analysis of how the transfer of administrative powers to the local level contributes to strengthening the resilience of the public administration system, enhancing social cohesion, mobilizing local resources, and ensuring effective mechanisms for post-war recovery. The study substantiates that decentralization serves as an important instrument for strengthening national security and creating favorable conditions for the sustainable development of the state in the post-war period. Ukraine has faced significant global challenges in recent years, including the pandemic that began in 2019 and the Russo-Ukrainian War that has continued since February 2022. These events have resulted in considerable human losses, large-scale population displacement, destruction of critical and social infrastructure, temporary occupation of certain territories, and a decline in citizens’ sources of income. As a consequence, the socio-economic situation of the population has deteriorated, while the burden on the national social protection system has substantially increased. In such circumstances, the state must intensify efforts aimed at ensuring both physical and social security for its citizens. Achieving socio-economic stability requires the revision of existing approaches to regulating economic processes and shaping social relations. These approaches should be based on the adaptation of public authorities and local self-government institutions to contemporary challenges and to the evolving conditions in which territorial communities operate within the framework of Ukraine’s European integration process. The relevance of decentralization becomes particularly evident in the context of Ukraine’s post-war reconstruction. Territorial communities are expected to play a crucial role in rebuilding damaged infrastructure, providing social assistance to affected populations, and creating conditions for sustainable economic growth. Strengthening local self -government institutions will contribute to more effective territorial development and support the formation of a resilient and competitive national economy.У статті досліджено значення та роль децентралізації територіальних громад в умовах воєнного стану. Особливу увагу приділено аналізу того, як передача адміністративних повноважень на місцевий рівень сприяє зміцненню стійкості системи публічного управління, посиленню соціальної згуртованості, мобілізації місцевих ресурсів та забезпеченню ефективних механізмів післявоєнного відновлення. Обґрунтовано, що децентралізація є важливим інструментом зміцнення національної безпеки та створення сприятливих умов для сталого розвитку держави у післявоєнний період. В останні роки Україна зіткнулася зі значними глобальними викликами, зокрема з пандемією, що розпочалася у 2019 році, та російсько-українською війною, яка триває з лютого 2022 року. Ці події спричинили значні людські втрати, масштабне переміщення населення, руйнування критичної та соціальної інфраструктури, тимчасову окупацію окремих територій, а також скорочення джерел доходів громадян. Як наслідок, соціально-економічне становище населення погіршилося, тоді як навантаження на національну систему соціального захисту суттєво зросло. За таких обставин держава повинна активізувати зусилля, спрямовані на забезпечення як фізичної, так і соціальної безпеки своїх громадян. Досягнення соціально-економічної стабільності потребує перегляду існуючих підходів до регулювання економічних процесів і формування суспільних відносин. Ці підходи мають ґрунтуватися на адаптації органів публічної влади та інститутів місцевого самоврядування до сучасних викликів і змінних умов функціонування територіальних громад у межах процесу європейської інтеграції України. Актуальність децентралізації набуває особливого значення в контексті післявоєнної відбудови України. Franchising is considered as a complex contractual and organizational mechanism that combines centralized strategic management with decentralized entrepreneurial initiative, creating conditions for the effective dissemination of business models, managerial knowledge and technological standards. The theoretical foundations of franchising are examined, its role within the system of entrepreneurial forms is defined, and the specific features of legal regulation in Ukraine through the commercial concession agreement are substantiated. Particular attention is paid to the institutional environment that shapes the development of franchising relations and determines their efficiency and sustainability. The article summarizes scientific approaches to understanding franchising as a mechanism of transferring managerial, technological and informational resources within network-based business structures. Special emphasis is placed on the impact of information and communication technologies on the functioning of franchising networks. The use of CRM and ERP systems, digital management platforms, cloud solutions and data analytics tools is analyzed as a factor that enhances coordination between franchisors and franchisees, standardizes business processes and improves managerial decision-making. It is proved that digitalization contributes to reducing transaction costs, mitigating information asymmetry between network participants, increasing transparency of business operations and strengthening the competitiveness of franchising enterprises. The study identifies the main obstacles to the development of franchising in Ukraine, including imperfections of the regulatory framework, insufficient institutional support, uneven levels of digital maturity among market participants and growing cybersecurity risks. Based on the results of the research, proposals are formulated to improve the institutional environment, enhance digital competences of entrepreneurs and managers, and strengthen state support for franchising initiatives as an important driver of sustainable economic development.
