Abstract: The opportunities offered by digital technologies for the active post-war revival of Ukraine’s economy&#xD;
are at the centre of academic debate. Many researchers define digitalisation as one of the factors of socioeconomic development, but this issue has not been fully studied. The inequality of spatial development&#xD;
has a negative impact on the inequality of the level of digitalisation in different countries, and thus&#xD;
Ukraine needs to develop directions for the introduction of digital innovations to ensure its economic&#xD;
development during the post-war recovery. Given the relevance of the research topic, the purpose of&#xD;
this paper is to specify the specific features of the use of digital technologies and cybersecurity in the&#xD;
strategy of economic recovery in the post-war period. To achieve this goal, it is necessary to ensure the&#xD;
solution of the following tasks: to determine the current state of digital development of Ukraine; to specify&#xD;
the opportunities that digital development opens up for Ukraine in the period of post-war recovery; to&#xD;
systematise the risks that accompany the processes of digital technology implementation. To achieve this&#xD;
goal, the author used general scientific methods of analysis, synthesis, systematisation and generalisation.&#xD;
The method of analysis was used primarily to process statistical material and identify the main trends in&#xD;
the further development of the digital economy in Ukrainian society. As a result of developing the research&#xD;
topic, it was found that digital technologies open up significant opportunities to ensure the efficient use&#xD;
of all types of resources in the context of post-war recovery. The author also diagnosed the risks, which&#xD;
primarily lie in the area of the need to create conditions for ensuring cybersecurity both in the plane of&#xD;
digitalisation of the public sector and in the plane of business structures. It is proved that in the process&#xD;
of developing a strategy for Ukraine’s digital development in the period of post-war reconstruction, the&#xD;
main attention should be paid to the issues of information protection and cybersecurity. This is due to&#xD;
the fact that the current active development of digital technologies creates prerequisites for the misuse&#xD;
of information and may pose a threat not only to the State but also to representatives of enterprises.&#xD;
However, the development of the topic also emphasises that it is crucial for the modern digital economy&#xD;
to focus on cybersecurity to protect data and ensure sustainable development.</description>

Abstract: This research focuses on the interpretation and &#xD;
assessment peculiarities of the region’s resilience. There has been&#xD;
assumed that appearing of the resilience is connected with &#xD;
homeostatic effect in response to outer disturbance. The object of &#xD;
the investigation was regions of the Carpathian Area of Ukraine, &#xD;
formalized in the aspect of ANN models. Scenarios of the models&#xD;
usage foresaw the input of factors of different disturbance level &#xD;
for each region. In the case of some factors and parameters, &#xD;
modeling has discovered the fact of different intensity &#xD;
homeostasis as well as its absence. The results adequacy is &#xD;
sustained by an effective learning of ANN model and the &#xD;
coordination of the built resilience arrays using the data of &#xD;
official ranking of the regions under investigation. The &#xD;
mentioned above confirmed the assumption of the possible use of &#xD;
homeostatic effect as the basis of the regional resilience &#xD;
estimation. Furthermore, ANN modeling has shown that the &#xD;
regions under investigation reacted to the outer disturbance as &#xD;
an integral system.</description>

Abstract: In this article we have suggested a new &#xD;
method of regional systems study that is based on model &#xD;
environmental influences isolation on their parameters &#xD;
dynamics. The presented model deepens greatly the &#xD;
investigation process of complex systems and allows &#xD;
defining clearly its functioning peculiarities without &#xD;
significant reduction in number of system characteristics &#xD;
as if we have simple technical or physical objects of &#xD;
knowledge. The described method, together with the &#xD;
statistical control data, is used for other social and &#xD;
economic objects research.&#xD;
The successful model testing in the form of artificial &#xD;
neural network model of Chernivtsi region static &#xD;
parameters has revealed the peculiarities of its interaction &#xD;
with European neighbors. In particular, for the first time &#xD;
we have defined their contribution to the increase of &#xD;
some social and economic indices on the period 2005-&#xD;
2015, that cannot be explained by other methods, such as &#xD;
correlation and regressive analysis. Applied use of the &#xD;
isolated investigation idea of the complex meso level &#xD;
systems together with the technology of data mining &#xD;
allows solving many actual tasks nominated by the &#xD;
regional administration practical workers.</description>

Abstract: В рамках проведеного дослідження запропоновано інноваційно-компетентісну систему вдосконалення наукової освіти. В основу системи закладено механізм динамічного відбору інноваційних складових відповідної галузі економіки. В якості функціональних елементів такого механізму визначено три фундаментальні компетенції методології та організації науково-прикладних досліджень: компетенції вибору дієвих методів дослідження; компетенції верифікації наукової інформації; компетенції використання засобів інформатизації наукових досліджень. В поєднанні з кадровою складовою такий механізм повинен забезпечити динамічне нормативне регулювання стандартів вищої освіти в інноваційній площині. &#xD;
Практичне значення одержаних результатів полягає у тому, що рекомендації і пропозиції, викладені у дослідженні, передбачають обґрунтування впровадження інноваційно-компетентісної системи динамічного вдосконалення наукової освіти. Перспективами подальших досліджень у цьому напрямку визначено розробку та опис відповідних загальних та спеціальних компетенцій аналізованих стандартів вищої освіти. Scientific and technical progress in the 21st century has entered the phase of total and hyperdynamic coverage of all spheres of human existence without exception. It is impossible to deny its global and inevitable influence, and not taking into account the peculiarities and trends leads to extremely negative consequences. That is why in the process of training specialists of various levels, scientific and applied competences begin to play a dominant role. In all spheres of state existence - military, economic, social, ecological, modern Ukraine is in survival mode. Therefore, we cannot afford delays in the introduction of innovative methods, technologies and competences for training specialists in economic sectors. This determines the relevance and necessity of conducting this scientific research. The purpose of the article is to find and substantiate the innovative competences of the methodology and organization of scientific and applied research in the preparation of specialists in the fields of economics. As part of the research, the following general scientific theoretical methods were used: system analysis and synthesis - to build a system for improving scientific education; induction method - for accumulation, generalization and processing of information of relevance and unsolved problems of research of scientific competences; the method of deduction - to distinguish the main components of the problem; methods of abstraction and concretization - for a schematic and practically oriented description of the problems of introducing innovations in scientific education; abstract-logical method - for identifying logical problems of the system of introducing innovative competencies in scientific education. Within the framework of the conducted research, an innovative and competent system of dynamic improvement of scientific education was proposed. The basis of the system is the mechanism of dynamic selection of innovative components of the relevant branch of the economy. As functional elements of such a mechanism, three fundamental competencies of the methodology and organization of scientific and applied research are defined: competencies of choosing effective research methods; competences of verification of scientific information; competences in the use of means of informatization of scientific research. In combination with the personnel component, such a mechanism should ensure dynamic normative regulation of higher education standards in the innovative plane. The practical significance of the obtained results lies in the fact that the recommendations and proposals presented in the study provide justification for the implementation of the innovation-competency system of dynamic improvement of scientific education. The development and description of relevant general and special competencies of the analyzed standards of higher education are defined as prospects for further research in this direction.</description>
