Стаття аналізує основні фактори, що впливають на рішення інвесторів в умовах воєнного конфлікту, такі як політична та економічна нестабільність, ризики безпеки, зміни в правовому середовищі та діяльність міжнародних санкцій. Дослідження також вивчає заходи, які приймаються державою для залучення та підтримки інвестицій в умовах війни. Розглядається інвестиційна діяльність України у воєнний період з урахуванням внутрішніх та зовнішніх факторів, що впливають на інвестиційний клімат країни. Використовуючи аналіз даних, динаміку інвестицій в Україні, та порівняльні методи, автор намагається визначити ключові чинники, які впливають на інвестиційну активність України в період війни та пропонує стратегії для збереження та залучення інвестицій у важких умовах військових конфліктів. The article aims to examine the impact of military conflicts on the investment climate and dynamics of investment activity in Ukraine. It analyzes key factors influencing investors' decisions in times of armed conflict, such as political and economic instability, security risks, changes in the legal environment, and the impact of international sanctions. The study also explores measures taken by the state to attract and support investments during wartime. Using data analysis, investment dynamics in Ukraine, and comparative methods, the author seeks to identify the key factors affecting Ukraine's investment activity during periods of war and proposes strategies for preserving and attracting investments in challenging conditions of military conflicts. The article explores the dynamics of investment activity in Ukraine during periods of military conflict. It examines the impact of the conflict on the investment climate, investor behavior, and the overall economy. Today, the Ukrainian economy is experiencing unprecedented upheaval in its entire history. The full-scale military aggression by the occupying state has struck at every level of our country's economic system. Production of key goods, especially those forming the backbone of Ukraine's export potential, is dwindling. Additionally, ports are nearly closed, regional transportation, logistics, social, marketing, and engineering infrastructure are being destroyed. Due to the brain drain abroad and partial relocation to the western part of the country, hundreds of thousands, and even millions, of people are temporarily displaced from active economic life. Additionally, it discusses the strategies employed by the government and other stakeholders to mitigate the adverse effects of the conflict on investment and foster international integration. The Ukrainian economy and businesses are gradually recovering after nearly coming to a standstill in the initial days of hostile attacks. They are seeking new opportunities for development in extreme conditions and military tactics. Partially, this recovery involves resuming entrepreneurial activities in territories liberated from occupation, partially relocating production to safer regions, and partially a natural process of adaptation.

Title: Особливості інвестування в умовах пандемії Authors: Вдовічен, Анатолій Анатолійович / Vdovichen, Anatolii; Вдовічена, Ольга Геннадіївна / Vdovichena, Olha Abstract: Актуальність. Постановка проблеми. Спалах COVID-19 вплинув на економічні процеси в багатьох країнах, зокрема і в Україні. Внаслідок цього знизилась і ділова активність міжнародних інвесторів, створюючи можливість звернутись до міжнародного арбітражу для отримання компенсації. У період пандемії важлива консолідація всіх сил, ресурсів як з боку держави, так і з боку громадян, підприємців, інвесторів, спрямованих на швидке подолання вірусної та фінансової кризи. Саме це і обумовлює актуальність даного дослідження. Мета дослідження є визначення особливостей інвестування в умовах пандемії, шляхом аналізу світових тенденцій та виявлення проблем в Україні. Це зумовило визначення стимулів підвищення інвестиційної привабливості України у майбутньому за умови продовження карантинних умов. Методологія. У процесі дослідження використовувалися загальнонаукові методи: для визначення стану інвестиційної діяльності – метод аналізу; завдяки синтезу отримані результати було визначено основні напрями підвищення інвестиційної привабливості країни; застосовуючи метод дедукції, було виявлено особливості і тенденції інвестиційної діяльності в Україні; для визначення шляхів активізації залучення іноземних інвестицій - метод наукової абстракції; шляхом системного аналізу та синтезу було здійснено теоретичні узагальнення та висновки даного дослідження. Результати. За результатами проведеного дослідження динаміки та структури надходження прямих іноземних інвестицій в Україну та капітальних інвестицій встановлено, що основними причинами скорочення надходження інвестицій є спалах COVID-19. Тому виникла потреба у введенні заходів, які б мінімізували ризики поширення вірусу за менших економічних втрат. Якщо урядові обмеження не будуть обґрунтованими, пропорційними до заявленої мети або якщо вони будуть введені на дискримінаційних основах за відсутності прозорої комунікації, українській державі важко буде уникнути позовів від іноземних інвесторів. Практичне значення. Внаслідок формування ефективних карантинних заходів та їх раціонального запровадження, на нашу думку, відбудеться збільшення залучення іноземних інвестицій. Світові експерти працюють над альтернативою карантинним обмеженням, які б мінімізували ризики поширення вірусу за менших економічних втрат. Тому український уряд зможе використовувати запропоновані обмеження та раціонально їх запроваджувати, що значно покращить інвестиційний клімат та зменшить кількість позовів іноземних інвесторів. Перспективи подальших досліджень. Подальшого дослідження вимагає питання подолання суперечностей між карантинними обмеженнями та економічною діяльністю суб’єктів господарської діяльності, а також вирішення дискусій податкового навантаження, здійснення постійних виплат та недоотримання прибутків в умовах пандемії. The epidemic of COVID-19 has affected the economic situation in Ukraine, which has also affected the business activity of international investors, creating an opportunity to apply to international arbitration for compensation. It is important to consolidate all forces during the pandemic, resources from the state and from citizens, entrepreneurs, investors, aimed at quickly overcoming the viral and financial crisis, this is what determines the relevance of this study. Peculiarities of investing in a pandemic are defined in the article, it is realized by analyzing the state of the investment climate, identifying features and trends of investment activity in Ukraine. Determining the directions of increasing the investment attractiveness of the country, identifying ways to intensify the attraction of foreign investment required this. Thanks to the study of the dynamics and structure of foreign direct investment inflows to Ukraine and capital investments, it was established that the main reasons for the decline in investment inflows are the COVID-19 outbreak. Therefore, there is a need to introduce measures that would minimize the risks of spreading the virus with less economic losses. If government restrictions are not justified, proportionate to the stated goal, or if they are imposed on discriminatory grounds in the absence of transparent communication, it will be difficult for the Ukrainian state to avoid lawsuits from foreign investors. As a result of the formation of effective quarantine measures and their rational implementation, in our opinion, there will be an increase in foreign investment. World experts are working on an alternative to quarantine restrictions that would minimize the risk of spreading the virus with less economic loss. Therefore, the Ukrainian government will be able to use the proposed restrictions and implement them rationally, which will significantly improve the investment climate and reduce the number of lawsuits by foreign investors. Further research is needed to overcome the contradictions between quarantine restrictions and the economic activity of economic entities. Resolving conflicts of the tax burden, making constant payments and shortfall in a pandemic.
