Стаття присвячена вивченню та аналізу європейського досвіду впровадження економіки замкненого циклу. Актуальність дослідження полягає у необхідності запровадження найкращих європейських практик у формуванні циркулярної економіки в Україні. Мета статті – розроблення рекомендацій, спрямованих на перехід України до циркулярної моделі розвитку економіки на основі європейського досвіду. Для досягнення мети в процесі дослідження було вирішено низку завдань: визначено поняття та принципи циркулярної економіки, проаналізовано досвід європейських країн в переході до економіки замкненого типу, визначено поточний стан та проблеми розвитку циклічної економіки в Україні, та на основі європейського досвіду запропоновано заходи, спрямовані на перехід до циркулярної моделі розвитку української економіки. В процесі дослідження використані загальнонаукові методи пізнання. Поточний стан розвитку циркулярної економіки в Україні визначено за допомогою методу критичного аналізу. В процесі синтезу інформації визначені проблеми, які уповільнюють перехід до економіки замкненого циклу. Рекомендації щодо вирішення даних проблем та переходу до циркулярної моделі розвитку української економіки розроблені методами індукції та дедукції. За результатами дослідження встановлено, що циркулярна модель економіки є найбільш вдалим способом заощадження ресурсів та постійного економічного зростання країни. На відміну від розвинених європейських країн, Україна приділяє недостатньо уваги переходу до економіки замкненого циклу, про що свідчить низка проблем, які виникли в цій сфері: накопичення великої кількості відходів, відсутність інфраструктури для їх спалювання, переробки чи компостування, відсутність тарифу на переробку відходів, недосконалість екологічного оподаткування та законодавства про державні закупівлі. На основі досвіду європейських країн розроблено ряд рекомендацій щодо переходу України до циркулярної моделі економіки: розробка ефективної законодавчої бази функціонування економіки замкненого циклу, перехід від традиційної системи закупівель до «зелених» закупівель, розробка програм фінансування проектів з переробки та утилізації відходів, перехід до ефективних бізнес-моделей, поширення культури поводження з відходами серед населення. Практичне значення дослідження полягає в можливості застосування отриманих результатів в процесі розроблення законодавчої бази в сфері циркулярної економіки органами державної влади. Abstract. The article is devoted to the study and analysis of the European experience in the implementation of the circular economy. The relevance of the study lies in the need to introduce the best European practices in the formation of a circular economy in Ukraine. The purpose of the article is to develop recommendations aimed at Ukraine's transition to a circular model of economic development based on European experience. To achieve this goal, a number of tasks were solved in the course of the study: the concept and principles of the circular economy were defined, the experience of European countries in the transition to a closed-loop economy was analyzed, the current state and problems of the development of the circular economy in Ukraine were determined, and measures aimed at the transition to a circular model of development of the Ukrainian economy were proposed on the basis of European experience. In the course of the study, general scientific methods of cognition were used. The current state of development of the circular economy in Ukraine is determined using the method of critical analysis. In the process of synthesizing information, the problems that slow down the transition to a closed-loop economy are identified. Recommendations for solving these problems and transition to a circular model of development of the Ukrainian economy are developed by methods of induction and deduction. According to the results of the study, it was found that the circular model of the economy is the most successful way to save resources and constant economic growth of the country. In contrast to developed European countries, Ukraine pays insufficient attention to the transition to a circular economy, as evidenced by a number of problems that have arisen in this area: the accumulation of large amounts of waste, lack of infrastructure for their incineration, recycling or composting, lack of tariffs for waste processing, imperfection of environmental taxation and public procurement legislation. Based on the experience of European countries, a number of recommendations have been developed for Ukraine's transition to a circular economy model: the development of an effective legislative framework for the functioning of the circular economy, the transition from the traditional procurement system to "green" procurement, the development of programs for financing waste recycling and disposal projects, the transition to effective business models, the spread of waste management culture among the population. The practical significance of the study lies in the possibility of applying the results obtained in the process of developing a legislative framework in the field of circular economy by public authorities.

The authors explored the shadowing of economy as a phenomenon and a process in conjunction with competitiveness of the national economy. The article shows that the shadowing is tightly linked to competitiveness of the national economy. Modern symptoms of the shadowing of the Ukrainian economy have been identified. The authors analyzed shadowing levels in Ukraine, Poland, Argentina, Canada.

Title: Реалізація принципів багатовимірності інклюзивного розвитку в системі сформованих соціоекономічних інститутів Authors: Вдовічен, Анатолій Анатолійович / Vdovichen, Anatolii; Вдовічена, Ольга Геннадіївна / Vdovichena, Olha Abstract: В розрізі даного дослідження визначено тісний взаємодоповнюючий зв’язок економічного, соціального та інклюзивного зростання як нової, сучасної моделі економічного розвитку орієнтованої на довгострокову перспективу, загально світові тенденції прогресивного розвитку в умовах обмеженості ресурсів, фокусуванні на інтересах людства. Метою дослідження визначено конкретизацію загальних підходів, узагальнення теоретико-методологічних засад інклюзивного розвитку, визначення основних принципів, що формують сутність інклюзивних концепцій з врахуванням багатовимірності, як таких, які визначають можливості та перспективи стабільного збалансованого економічного розвитку систем та інститутів на глобальному та локальному рівнях. Методологія. У досліджені використано методи системного підходу, логічного моделювання, логічної дедукції, індукції у взаємодії з прийомами класифікації та когнітивної структуризації, які дозволили розкрити сутність інклюзивного розвитку, як багатовимірного поняття, змоделювати системи інститутів з врахуванням багатовимірності інклюзивного розвитку, узагальнити та структурувати основні переваги інклюзивного підходу для розвитку кожної з визначених у дослідженні систем (держави, суспільства, ринку). Результати. У статті охарактеризовано принципи формування інклюзивної економіки; досліджено багатовимірність понять інклюзивного розвитку та інклюзивного суспільства; розроблено моделі багатовимірності інклюзивного суспільства та формування системи інститутів з врахуванням багатовимірності інклюзивного розвитку; оцінено вплив нових інклюзивних векторів в умовах розкриття багатовимірності з орієнтацією на довгострокову перспективу. Практичне значення. Запропоновано пріоритети інклюзивного розвитку для окремих систем в контексті визначених інститутів, які в майбутньому допоможуть чітко формувати програми та стратегії орієнтовані на інклюзивний вектор розвитку в системі визначених інститутів. Перспективи подальших досліджень. Оскільки сучасні моделі розвитку формуються на основі багатомірної інклюзивної орієнтації системи інститутів, що діють в соціально-економічному середовищі як окремих держав, так і світової економічної системи подальше дослідження та впровадження принципів інклюзивного розвитку світовою спільнотою дасть змогу не тільки розробити ефективні програми зростання, враховуючи економічну, соціальну та екологічну складову, але й сформувати нове інтегроване відповідальне суспільство. This research paper defines the close mutually complementary relationship of economic, social and inclusive growth as a new, modern model of long-term economic development, global trends of progressive development within the resource-limited conditions and focusing on the interests of humanity. The purpose of the research. The aim of this study is to specify the general approaches, to generalize the theoretical and methodological foundations of inclusive development, to determine the basic principles which form the essence of inclusive concepts in view of multidimensionality, as the ones that determine the possibilities and prospects for a stable balanced economic development of systems and institutions at both global and local levels. Methodology. The author has applied the methods of systematic approach, logical modeling, logical deduction, induction in interaction with methods of classification and cognitive structuring. The latter ones enabled to reveal the essence of inclusive development as a multidimensional concept, to model the systems of institutions considering multidimensional inclusive development, to generalize and to structure the main advantages of an inclusive approach for the development of each system, stated in the study (state, society, market). Results. The obtained results made it possible to determine the principles of formation of an inclusive economy. Given study investigated the multidimensional concepts of an inclusive development and of an inclusive society. The author elaborated multidimensionality models of an inclusive society and an institutional system formation with consideration of multidimensionality of an inclusive development. Conclusions concerning the influence of new inclusive vectors in the terms of disclosure of multidimensionality with a longterm orientation are drawn. Practical meaning. The author suggests priorities of an inclusive development for certain systems within the context of stated institutions, which in future will provide an accurate creation of programs and strategies, oriented on the inclusive development vector within the system of defined institutes. Prospects for further research. As modern models of development are formed on the basis of multidimensional inclusive-oriented institutional systems, operating in the socio-economic environment of certain states or world economic system, the further research and implementation of inclusive development policies by the world community will enable, regarding economic, social and environmental components, to develop effective growth programs and to create a new integrated and responsible society.

Title: Управління макроекономічними диспропорціями національної економіки в умовах інклюзивного розвитку Authors: Вдовічен, Анатолій Анатолійович / Vdovichen, Anatolii Abstract: На основі аналізу моделі економічної поведінки сучасного суспільства, що розвивається через особистий інтерес, основою якого є формування надмірної експлуатації та руйнування природних ресурсів, створюючи серйозні проблеми як для теперішніх поколінь людства, так і для майбутніх, ми дійшли висновку, що необхідність економічного зростання є недостатньою умовою, щоб говорити про ефективний розвиток держави. об’єктивність взаємозв’язку між соціальними, економічними, політичними та екологічними кризами ставить перед усіма країнами і перед Україною зокрема непрості завдання щодо управління макроекономічними диспропорціями національної економіки, досягнення балансу між економічним і соціальним прогресом та необхідністю збереження довкілля. Based on the analysis of the model of economic behaviour of a modern society that develops through personal interest, the basis of which is the formation of excessive exploitation and destruction of natural resources, thus creating serious problems for both present-day generations of mankind and for the future, we came to the conclusion that the need for economic growth is not enough to talk about the effective development of the state. Objectivity of the relationship between social, economic, political, and environmental crises places in front of all countries and Ukraine, in particular, the difficult tasks of managing the macroeconomic imbalances of the national economy, striking a balance between economic and social progress and the need to preserve the environment, it is these problems that the world elite is focused on, represented through the concept of inclusive development. It is established that the vision of a homogeneous macroeconomic change in the global scale necessitates the study and management of major worldwide disparities and risks, specifying their impact on the Ukrainian economy in the context of the formation of the policy of inclusive development of the national economy. The way Ukraine will be able to break down the negative trends and overcome the disproportionality will predetermine the economic recovery of the country based on the concept of inclusive growth, namely: decent wages; availability and quality of education and medicine; stimulation of entrepreneurial activity; formation of equal opportunities for all citizens, regardless of nationality, language, social status, etc.; creation of favourable conditions for investment and formation of an innovative development model; implementation of mass employment programs; ecologization of the economy; introduction of fair and effective income distribution measures; social cohesion and activity in society. The application of the concept of inclusive growth is a prerequisite for the humane development of society, where the economy is the basis for maximum employment and productive interaction of all actors.
