Abstract: У статті розглянуто проблеми трансформації регіональних ринків медичних послуг, що
обумовлено змінами в моделі організації охорони здоров’я в Україні і вимагає теоретичної
оцінки змісту та наслідків цих процесів. Метою дослідження є теоретична оцінка сутності
трансформаційних змін в системі регіональних ринків медичних послуг та вироблення
рекомендацій щодо модернізації регіональної політики їх розвитку на перспективу. Для її
досягнення використано методи системного, статистичного, PEST-аналізу. Виявлено
проблеми, що виникають в процесі трансформаційних змін, подано рекомендації щодо їх
розв’язання та регіональної політики на перспективу.
At the beginning of the 21st century, the model of organization of health care system in Ukraine
is characterized by deep changes. During the last decade, trend of increasing the role of non-state
producers of medical services is affirmed. This tendency was a condition for the refusal of state
monopolization of medical services and creation of markets for medical services. In the context of
territorial principle of provision and consumption of medical services, the actual question is
assessing of features of transformational changes in the regional markets for medical services. The
purpose of this research is the theoretical assessing of the essence of transformational changes in
the system of regional markets for medical services and offering some recommendations for the
modernization of regional policy of development of these markets in the future. The methodological
basis of the research is systematic methods, statistical, PEST-analysis.
The categories for analysis of the features of regional markets for medical services are
defined. Classification of factors that influence of the evolution of regional markets for medical
services is improved. On the basis of the system of selected indicators, the conclusion is drawn
about the dynamics of changes in them, the behavior of market participants both from the
positions of demand and from the positions of the proposal. The directions of improvement of
management activity of regional markets for medical services are proposed, in particular: an
adaptation activity within established hospitals; the diversification of sources and forms of
investment; a development of infrastructure in rural areas; an implementation of marketing

Abstract: У статті розглянуто теоретичні та практичні аспекти управління ресурсним потенціалом
об’єднаної територіальної громади. Досліджено тлумачення ресурсного потенціалу об’єднаної
територіальної громади та визначено його складові. Імплементовано методику для
запровадження моніторингу процесів формування та нагромадження соціального капіталу в
об’єднаних територіальних громадах. Проаналізовано особливості формування, використання
та розвитку територіальних, земельних та фінансових ресурсів об’єднаної територіальної
громади в умовах розвитку соціальних мереж.
The decentralization reform in Ukraine aims not only to give the newly created United
Territorial Communities the powers to use the resources at their disposal, but also to teach them
how to effectively manage their available resource potential, which will ensure their financial selfsufficiency and eliminate disparities in development. In today's conditions of territorial community
unification, there is an urgent need to develop scientific approaches to addressing resource
management problems, including the fullest utilization of potential opportunities, the formation of
the ability to quickly adapt to the changing market situation, ensuring sustainable development
that requires a sound theoretical base and management skills.
The article deals with the theoretical and practical aspects of managing the resource potential
of a united territorial community. Discussions of national legislation in the definition of the
category "territorial community" are analyzed. Differentiation of essential concepts, which are
often used today to refer to the characteristics of the status of a territorial community, is made:
"capacity of the territorial community", "ability", "efficiency", "self-sufficiency". The interpretation
of the resource potential of the united territorial community is investigated and its components
are determined. The methodology for monitoring the formation and accumulation of social capital
in the united territorial communities has been implemented. The peculiarities of formation, use
and development of territorial, land and financial resources of the united territorial community in
the conditions of development of social networks are analyzed. The attention is focused on the
need to modernize the mechanisms and tools of resource management of the united territorial
