Постановка проблеми. Туристичний бізнес під час кризи стикається із низкою викликів, що зумовлені зниженням туристичної активності як національного, так і міжнародного рівня. Тому важливим стає пошук нових альтернативних технологічних рішень щодо надання інтерактивних туристичних інформаційних додатків, екскурсій або для надання користувачам можливостей для створення цікавого контенту. Мета дослідження полягає у поглибленні теоретичних та практичних знань про новий для більшості туристів винахід, а саме – технологію доповненої реальності, або Augmented Reality (AR) . Методологія. У процесі виконання дослідження використано загальнонаукові теоретичні методи: абстрактно-логічний метод – для здійснення теоретичних узагальнень та висновків щодо використання доповненої реальності; аналізу та узагальнення – для виявлення напрямів проведення екскурсій з використанням додатків, 3D-моделей для відтворення результатів доповненої реальності в сфері послуг. Результати. У статті проведено аналіз важливих елементів доповненої та віртуальної реальності, розміщення спеціальних знаків, кодів та зображень для взаємодії, адаптованих додатків для мобільних та стаціонарних пристроїв. Також у процесі дослідження було наведено види доповненої реальності та представлено проєкти, які було введено в Україні, окрім цього запропоновано екскурсію у місті Чернівці з використанням елементів доповненої реальності. Практичне значення. Запропонована екскурсія з використанням доповненої реальності може застосовуватись для залучення міленіалів, або покоління Y (людей віком 18-35 років, які є прихильниками технологій) або ж органами державної влади та суб’єктами готельного, туристичного та ресторанного бізнесу для залучення коштів шляхом розробки та пропозицій щодо використання доповненої реальності суб’єктами туристичної сфери. Перспективи подальших досліджень полягають у вивченні механізму забезпечення та підтримки мобільних додатків, які використовуватимуться на ринку туристичних послуг міста. The tourism business, during the crisis, is faced with a number of challenges caused by a decrease in tourist activity at both the national and international levels. Therefore, it becomes important to search for new alternative technological solutions to provide interactive tourist information applications, tours or to provide users with opportunities to create interesting content. The very essence of augmented reality is more than just a novelty or a new frontier in applications. It will be one of the driving forces behind innovation in sales and marketing over the next decade. By using AR, promising companies will be able to improve the product they offer to their customers, which will lead to increased business opportunities and sales. The main features of using augmented reality tools are the correct development of the software from the point of view of design and presentation. Also an important element is the combination of augmented and virtual reality, placement of special signs, codes and images for interaction, or adapted applications for mobile and stationary devices. Also, at this stage of the development of these technologies, in some areas, sufficiently large investments may be needed to introduce augmented reality into the production and sales process. In the conditions of the current growth of global competition, this issue becomes very important, in order to be able to compete in the markets and to have the opportunity to attract and interest the majority of the audience and bring a new one. The general result of this research is obtaining this information, and delivering it to the audience and reviewing this material among specialists.

Title: Role Play for Teaching Would-Be Economists Foreign Language Communication on the Basis of Implicit Specialization With Video Authors: Максим’юк, Наталія Василівна / Maksymiuk, Nataliya Abstract: The relevance of the topic. One of the urgent problems of modern methods of teaching foreign languages is the organization of teaching students of non-philological majors with the help of games. The relevance of this problem is caused by a number of factors. First of all, the intensification of the learning process poses the task of finding means to support students' interest in the material and to activate their activities that are being studied throughout the lesson. Educational games are an effective means of solving this problem. Secondly, one of the most important problems of teaching a foreign language is learning the oral language, which creates conditions for revealing the communicative function of the language, which enables the learning process to be closer to the conditions of real learning, which increases the motivation to learn a foreign language. The purpose of the research is to develop a set of role-playing exercises for training future economists in foreign language communication based on the strategy of implicit professionalization using a video phonogram. Implicit professionalization – integrated mastering by students of the initial stage of education of commonly used vocabulary and a part of economically marked lexical units (LU) in non-professional spheres of communication. Methodology. Role-play is a technique that allows students to explore realistic situations by interacting with other people in a managed way in order to develop experience and trial different strategies in a supported environment. Role-plays give students the opportunity to demonstrate how to use English in real life situations and make them focus more on communication than on grammar. Role-play activities can be a lot of fun however a class full of shy students may be reluctant to participate so it is important to know your students. Regardless of what type of role-play you intend to do, it is imperative that students feel comfortable with the necessary structures and vocabulary. Mini-role plays can be done in any lesson as a practice activity. Role-plays can also take an entire lesson especially if students are put in groups instead of in pairs. Role-plays can be used as end of term projects for intermediate and advanced students. Practical meaning. The material for the development of a complex of role-playing exercises based on the content of the video phonogram mainly served as fragments of educational video courses, which is due to the typicality of the communication situations presented in them and the presence of lexical units specially selected for activation and assimilation. The results. Based on the results, it was found that the role play method can improve students' speaking skills, increase self-confidence, collaboration among students, and make the learning atmosphere fun and interesting. Firstly, various reasons for using role-play techniques in the research context have been found. Participants tend to use roleplay techniques because it creates a fun and enjoyable learning environment. Another important reason is that learners recognize this method will be less boring than conventional methods. It's a good way to help them reduce stress and pressure during English speaking practice. At the same time, learners enjoy role-playing activities because they can become different characters to communicate in real-life situations. Therefore, this is a great condition for them to practice speaking English more naturally in a foreign language learning environment. Secondly, it gives opportunities for students to express their creativity in the English learning process. Students can be more active and creative to participate in speaking activities in front of the class. This method helps learners to boost their confidence level and overcome their negative feelings in the process of communicating with others. Another advantage of using role-play techniques is to practice essential skills related to learners’ speaking ability such as pronunciation, intonation, and vocabulary. The regular practice of role-playing makes learners fluent in English. It is also a good way to help learners have more motivation to speak English and be able to communicate fluently and naturally. Prospects for further research. We see prospects for further research in the creation of role-playing games based on the content of a video phonogram for teaching foreign language communication to students of other specialties, whose professional vocabulary can be significantly expanded thanks to the use of implicit professionalization at the initial stage of learning. Основною метою вивчення англійської є використання та спілкування мовою як інструментом людського спілкування. Для тих, хто вивчає англійську як іноземну, оволодіння чотирма навичками аудіювання, говоріння, читання та письма стало важливою та необхідною метою для інтеграції в сучасне полікультурне середовище спілкування. Розмовна навичка є найважливішою здатністю добре вивчити англійську мову, оскільки це інтерактивний процес усного спілкування під час вираження думки, почуття та обміну інформацією з іншими. Саме з цієї причини вдосконалення мовлення є однією з найважливіших навичок, яких учні EFL прагнуть досягти протягом усього процесу навчання. Тим не менш розмовляти англійською – непросте завдання, тому що є кілька компонентів, які потрібно освоїти, а саме вимова, граматика, словниковий запас, вільне мовлення та розуміння. Через складність мовлення є кілька серйозних перешкод для розвитку навичок усного спілкування учнів. Багато студентів EFL зіткнулися з численними труднощами під час розмови: страхом зробити помилку, сором'язливістю, тривогою та відсутністю впевненості. Їм важко вимовляти, деякі відмовляються вимовляти через сором'язливість і сором при помилках. Ще одна причина – відсутність мотивації займатися англійською. Існують різні стратегії та методи, які можна застосувати для покращення навичок англійської мови учнів, одним із яких є рольова гра. Рольові ігри мають багато переваг, які можуть допомогти студентам розв’язати проблеми під час мовлення. Насправді рольова гра робить студентів більш активними і залученими до навчального процесу, оскільки створює комфортне та приємне навчальне середовище, тому це один із ефективних способів мотивувати студентів вдосконалювати рівень володіння англійською мовою. Він призначений для аналізу загальних причин і позитивного впливу методів рольової гри на покращення розмовних навичок студентів англійською мовою. Мета цього дослідження полягає в тому, щоб з’ясувати, чи може впровадження рольової гри розвивати мовленнєву здатність студентів. У статті описано комплекс вправ із рольовою грою для формування іншомовної комунікативної компетенції майбутніх економістів початкового етапу навчання на основі стратегії імпліцитної професіоналізації в немовних вищих навчальних закладах із використанням відеофонограми згідно з такими критеріями, як: ступінь близькості ролі до змісту відеофонограми – від ролі актора до ролі особи, не пов'язаної зі змістом відеофонограми; наявність професійної спрямованості рольової особи. Навчальне спілкування студентів відбувається в непрофесійних сферах спілкування, в яких використовуються економічно марковані лексичні одиниці.

Title: Financial Capacity of Local Budgets in a Decentralized Environment: Problems and Ways to Solve Them Authors: Roshylo, Violetta Abstract: Topicality. Statement of the problem. Effective implementation of own and delegated powers by local self-government bodies depends on the ability to independently solve issues of local importance at the expense of own sources of funding. The modern system of allocation of budget resources does not ensure the necessary level of independence of local self-government bodies in solving socio-economic problems of territorial communities and needs to expand its own revenue base and introduce the decentralized principle of budgeting at the local level. The Aim of the study. Monitoring of problematic aspects of financial support of local self-government bodies and justification of ways to strengthen the financial capacity of territorial communities under conditions of budget decentralization. Methodology. In the process of carrying out the research, general and special methods of scientific research were used: scientific analysis and synthesis - for the theoretical generalization of the results of research by scientists on the issues of forming local budgets and strengthening the financial autonomy of local authorities; comparison, analytical and observation - to monitor the financial capacity of territorial communities of the Chernivtsi region; abstract-logical method of research - to substantiate proposals for the introduction of an effective model of financial equalization of the income base of local communities. The results. The article examines the peculiarities of financial provision of local selfgovernment functions under conditions of budgetary decentralization. On the basis of the assessment of financial potential of territorial communities, problematic aspects of ensuring the financial independence of local authorities are singled out and ways of solving them are proposed. Practical meaning. As a result of the conducted research, the ways of strengthening the financial self-sufficiency of the budgets of territorial communities were substantiated and the conceptual foundations of the development of local self-government under the conditions of the reform of the decentralization of powers were outlined. Prospects for further research. Decentralization of the management of budget funds and the reform of the system of inter-budgetary relations determine the development of strategic priorities of budget policy regarding the formation of local budgets, which are aimed at ensuring financial stability and economic growth of territorial communities. Ефективна реалізація власних та делегованих повноважень органами місцевого самоврядування залежить від спроможності самостійно, за рахунок власних джерел фінансування, вирішувати питання місцевого значення. Сучасна система розподілу бюджетних ресурсів не забезпечує необхідний рівень незалежності органів місцевого самоврядування у розв’язанні соціально-економічних проблем територіальних громад і потребує розширення власної доходної бази та запровадження децентралізованого принципу бюджетування на місцевий рівень. Мета дослідження - моніторинг проблемних аспектів фінансового забезпечення органів місцевого самоврядування та обґрунтування шляхів посилення фінансової спроможності територіальних громад в умовах бюджетної децентралізації. Методологія. У процесі виконання дослідження використано загальні і спеціальні методи наукового пізнання: наукового аналізу та синтезу – для теоретичного узагальнення результатів досліджень науковців з проблематики формування місцевих бюджетів та зміцнення фінансової автономії органів місцевої влади; порівняння, аналітичний та спостереження – для моніторингу фінансової спроможності територіальних громад Чернівецької області; абстрактно-логічний метод дослідження – для обґрунтування пропозицій щодо запровадження дієвої моделі фінансового вирівнювання доходної бази місцевих громад. Результати. У статті досліджено особливості фінансового забезпечення функцій місцевого самоврядування в умовах бюджетної децентралізації. На основі проведеної оцінки фінансового потенціалу територіальних громад виокремлено проблемні аспекти забезпечення фінансової незалежності органів місцевої влади та запропоновано шляхи їх вирішення. Практичне значення. За результатами проведеного дослідження обґрунтовано шляхи посилення фінансової самодостатності бюджетів територіальних громад та окреслено концептуальні засади розвитку місцевого самоврядування за умов реформи децентралізації владних повноважень. Перспективи подальших досліджень. Децентралізація управління бюджетними коштами та реформа системи міжбюджетних відносин обумовлює розробку стратегічних пріоритетів бюджетної політики щодо формування місцевих бюджетів, які спрямовані на забезпечення фінансової стабільності та економічного зростання територіальних громад.

Title: Загальна оцінка успішності реформування місцевого самоврядування в Україні Authors: Круглянко, Андрій Вікторович / Kruhlyanko, Andriy; Свідніцька, Юлія Abstract: Актуальність. Постановка проблеми. Реформування місцевого самоврядування в Україні отримало назву «децентралізація». Мешканці громад, які безпосередньо споживають медичні, освітні, адміністративні та інші послуги, отримали реальну можливість впливати на ці послуги. Процеси децентралізації як способу передачі повноважень на місця до місцевих органів самоврядування в Україні досліджується вже тривалий період і залишаються актуальними сьогодні. Мета дослідження у пошуку та оцінці успішності реформи місцевого самоврядування в Україні на даному етапі її реалізації. Методологія. При побудові логіки і структури статті ми використали метод структурно-логічного аналізу. Для узагальнення підходів до оцінки успішності реформи місцевого самоврядування використані аналітичний та експертний методи, методи аналізу й синтезу. Результати. Реформа децентралізації покликана необхідністю наблизити надання більшості первинних державних послуг (безпеки, медицини, освіти, інфраструктури тощо) до громадян як споживачів даних послуг. Таким чином, формується якість та ефективність даних послуг. Адже в умовах триваючої централізації державної влади (у період до 2014 року) ці характеристики дедалі погіршувалися. Реформа децентралізації стала інструментом подолання цих тенденцій на базовому рівні. Стратегія реалізації реформи децентралізації була визначена у чітких 5 кроках, що з різним рівнем успішності були пройдені у період 2014-2022 років. Серед практиків існує чітке розуміння щодо того, що реформи надали місцевим посадовим особам більше відповідальності та ресурсів, сприяли підвищенню спроможності, а особливо – стійкості і спротиву громад у складних обставинах періоду воєнного стану, а також продовженню надання основних послуг населенню в громадах, які сильно постраждали від конфлікту. Ефективність реформи децентралізації підтверджується тим, що переважна більшість органів місцевого самоврядування продовжують функціонувати, зокрема перебуваючи на передовій і навіть в окупації. Практичне значення. Застосування оцінки загальної успішності реформування місцевого самоврядування дає можливість загалом оцінити ефективність реформи, побачити напрямки деталізації критеріїв успішності реформування та створити основу для розробки багатокритеріальної моделі оцінки ефективності реформи. Перспективи подальших досліджень спрямовані на пошук та обґрунтування конкретного списку критеріїв успішності реформи місцевого самоврядування, які могли б визначити як внутрішню ефективність (з точки зору окремої громади), так і зовнішню ефективність (з точки зору центральних органів влади). The reform of local self-government in Ukraine was called decentralization. Community residents directly consuming medical, educational, administrative and other services received a real opportunity to influence these services. The processes of decentralization as a way of transferring powers to local self-government bodies in Ukraine have been studied for a long time and remain relevant today. The goal is to find and evaluate the success of local self-government reform in Ukraine at this stage of its implementation. Decentralization reform is called for by the need to bring the provision of most primary public services (security, medicine, education, infrastructure, etc.) closer to citizens as consumers of these services. Thus, the quality and efficiency of these services is formed. After all, in the conditions of the ongoing centralization of state power (in the period until 2014), these characteristics significantly worsened. Decentralization reform has become a tool to overcome these trends at the basic level. The strategy for the implementation of the decentralization reform was defined in 5 clear steps, which were completed with varying degrees of success in the period from 2014 to 2022. There is a clear understanding among practitioners that the reforms have given local officials more responsibility and resources, contributed to increasing the capacity, and especially the resilience and resistance of communities in the difficult circumstances of the martial law period, as well as the continuation of the provision of basic services to the people in communities that have been severely affected by the conflict. The effectiveness of the decentralization reform is confirmed by the fact that the vast majority of local self-government bodies continue to function, including being on the front lines and even under occupation. The application of the assessment of the overall success of local self-government reform makes it possible to evaluate the effectiveness of the reform in general, to see the directions of detailing the criteria for the success of the reform, and to create a basis for the development of a multi-criteria model for evaluating the effectiveness of the reform. Further research is aimed at finding and justifying a specific list of criteria for the success of local self-government reform, which could determine both internal efficiency (from the point of view of an individual community) and external efficiency (from the point of view of central authorities).
